Background
In 2015, the Government of the Union of Myanmar received a grant from the Asian Development Bank (ADB) to fund a project titled ‘Greater Mekong Sub-region Capacity Building for HIV/AIDS Prevention’, funded by the Japan Fund for Poverty Reduction. In the same year, UNAIDS was contracted directly by the ADB as an implementing partner in the Project. The Project aims to increase coverage and quality of HIV/AIDS services, support health system strengthening, and contribute to a better functioning health system through staff training, improved information flow and reporting, and improved procurement and supply management at central and township level. The geographical focus of the project is in the 5 townships of: Myawaddy, Hpa-an, Kawkareik (Kayin State), Mawlamyine (Mon State), Tachilek (Shan State).
The Project has 4 key outputs: (1) strengthened planning and management capacity at national, state and township levels; (2) enhanced capacity to provide quality and accessible services; (3) improved access to community-outreach among target populations; and (4) monitoring and project management. The implementing agency is the Department of Health’s, National AIDS Programme (NAP). Implementing partners will be engaged to assist the implementing agency in delivering outputs 1, 2 and 3. UNAIDS is the implementing partner contracted to implement Output 1.
Output 1 is focused on strengthening the planning and management capacity of the National AIDS Programme at Project township levels. In support of this, UNAIDS with ADB Project funding, conducted an institutional capacity assessment of the National AIDS Programme. Based on the assessment findings, an Institutional Capacity Development Operational Plan has been developed and approved by the NAP. The Institutional Capacity Development Operational Plan, will be implemented under the current project. UNAIDS in partnership with the National AIDS Programme are responsible for implementing the Institutional Capacity Development Operational Plan. To achieve this, UNAIDS will engage highly skilled independent technical consultants to implement various key interventions outlined in the operational plan.
Capacity assessments at the Project township level, identified an expressed need for capacity building and on the job training/support initiatives in results based planning and management. Results based planning and management will be an important strategy to design and coordinate tailored programme responses required at the township level, to deliver a continuum of HIV prevention, testing, treatment and care, based on identified localized needs.
The purpose of this consultancy is to conduct a training to selected NAP staff in the core principles and practice of results based planning and management. Importantly the consultancy requires that trainees with support from the consultant, use training principles to develop township specific results based plans and prepare tools to assist with results based planning and management.
The consultancy will take place in two parts the first part will involve working at a distance developing the training curriculum and training materials. Part 2, will involve the delivery of training in-country which will be scheduled once the NAP has allocated time to allow this consultancy to take place.
Objectives of the consultancy
1. To develop and deliver a training for selected NAP staff on results based planning and management relevant to a Myanmar national AIDS programme.
2. To work in collaboration with NAP trainees and the UNAIDS Project Team in the development of relevant township plans supportive of the HIV continuum using principles taught in ‘1’.
3. To develop relevant planning and management tools for use by NAP staff trained in ‘1’.
Activities, key deliverables and schedule
Home-based (4 days): Develop training modules in results based planning and management
a. Training materials and tools developed.
b. Training curriculum agreed and endorsed for implementation by NAP.
In country (8 days)1. Deliver training to NAP.
Assist in the development of township plans with NAP trainees, using principles taught during training.
