Myanmar: Consultancy to develop human rights, gender and sexual orientation and gender identity (SOGI) training modules for the Myanmar National AIDS Programme

Background

In 2015, the Government of the Union of Myanmar received a grant from the Asian Development Bank (ADB) to fund a project titled ‘Greater Mekong Sub-region Capacity Building for HIV/AIDS Prevention’, funded by the Japan Fund for Poverty Reduction. In the same year, UNAIDS was contracted directly by the ADB as an implementing partner in the Project. The Project aims to increase coverage and quality of HIV/AIDS services, support health system strengthening, and contribute to a better functioning health system through staff training, improved information flow and reporting, and improved procurement and supply management at central and township level. The geographical focus of the project is in the 5 townships of: Myawaddy, Hpa-an, Kawkareik (Kayin State), Mawlamyine (Mon State), Tachilek (Shan State).

The Project has 4 key outputs: (1) strengthened planning and management capacity at national, state and township levels; (2) enhanced capacity to provide quality and accessible services; (3) improved access to community-outreach among target populations; and (4) monitoring and project management. The implementing agency is the Department of Public Health’s, National AIDS Programme (NAP). Implementing partners will be engaged to assist the implementing agency in delivering outputs 1, 2 and 3. UNAIDS is the implementing partner contracted to implement Output 1.

Output 1 is focused on strengthening the planning and management capacity of the National AIDS Programme at Project township levels. In support of this, UNAIDS with ADB Project funding, conducted an institutional capacity assessment of the National AIDS Programme. Based on the assessment findings, an Institutional Capacity Development Operational Plan has been developed and approved by the NAP. The Institutional Capacity Development Operational Plan, will be implemented under the current project. UNAIDS in partnership with the National AIDS Programme are responsible for implementing the Institutional Capacity Development Operational Plan. To achieve this, UNAIDS will engage highly skilled independent technical consultants to implement various key interventions outlined in the operational plan.

The NAP and the Department of Public Health have requested UNAIDS to facilitate the development of standard training modules for human rights, gender, and sexual orientation and gender identities (SOGI) to be implemented as stand-alone trainings or incorporated into all existing standard NAP trainings.

The purpose of this consultancy is to design and pilot in close collaboration with the NAP and the Department of Public Health (DoPH), training module(s) on human rights, gender, and SOGI for use by the NAP. The Project envisages that the international consultant will work collaboratively with a national consultant.

The consultancy will be divided into 2 parts consisting of 4 tasks. Part 1 the consultant will be expected to work remotely to deliver on task 1 and 2. Part 3 and 4 will require in-country presence.

Objectives of the consultancy

Part 1

Task 1: develop training curriculum

1.1 To develop a comprehensive training curriculum for human rights, gender and SOGI.

1.2 Make final changes to curriculum based on feedback from the national consultant and the NAP.

Task 2: develop training materials and tools

2.1 To develop training materials and tools required to achieve the agreed training objectives.

2.2 Make final changes to the tools and materials following feedback from the national consultant and the NAP.

Part 2

Task 3: training of trainer

3.1 To deliver a training of trainer course in close collaboration with the national consultant to selected NAP trainers.

Task 4:

4.1 Provision of remote support to the national consultant and NAP.
