For the Country office in South Sudan****,**** Juba, Cordaid is looking for a Logistics Manager

****Introduction****

Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity building. Currently it has programmes in the areas of health, disaster response, investments, food security, women’s leadership, security & justice, and extractives.

Cordaid is active in six states in South Sudan, including Upper Nile, Central, East- and Western Equatoria, Jonglei and Unity, with offices in Juba and Malakal.

****General objective of the position****

The Logistics Manager is responsible for adequate service delivery to the country programme, both pro-actively as well as in response, in terms of office and accommodation space, transport, logistics, procurement of goods, etc.

The position will also play an advisory role and support the CD for taking adequate and timely measures in terms of security precautions, preparedness and response, for all Cordaid staff and visitors, assets and image.

Responsibilities and tasks

Logistics and Procurement

  • Coordination and supervision of staff in the logistics department, including logistics and procurement officers, drivers and auxiliary staff;
  • Procurement of goods and services, both for the Cordaid offices as well as for projects, in accordance with procedures as laid down in the Cordaid Field and Quality Manuals, in a timely fashion and meeting with quality requirements;
  • Maintaining an up-to-date Fixed Assets Register an up-to-date management of stores, stocks and keys management;
  • Offices and accommodation premises (rental contracts, maintenance, fittings and furnishings);
  • Development and maintaining a database of suppliers, transporters, other relevant contacts, etc.
  • Fleet management (both in Juba, Malakal and other locations), which includes vehicles, motorbikes and a boat: registration, insurance, servicing, accident reports and follow-up, planning and allocation, etc.
  • Operational communication for offices and staff, including mobile phones and airtime, internet for offices and accommodation, thurayas, other;
  • Maintenance of a petty cash for small expenditure;
  • IT management, including computer procurement, installation, maintenance and replacement plan. This also includes the management of a central server;
  • Any other issues related to logistics and procurement.

Security Advisory Role

  • Attending security information meetings including NGO Forum and UN, and provides feedback to the Country Director- identifying and using other sources of information to collect relevant and reliable information;
  • Updates management on context and general security issues;
  • Preparing monthly updates of the Country Security Report, (also) based on security reports per location, organise response in case of serious incidents;
  • Regular updating of CSP including contingency plan and constant companion;
  • Is pro-active in coordinating with other (I)NGOs in streamlining contingency plans;
  • Liaison with Security Advisor at HQ on relevant matters;
  • Security briefings for staff and visitors, including dissemination of relevant documents;
  • Coordination and leading role during security incidents as and when they occur in Cordaid project locations, and effect Cordaid staff, assets and/or image;
  • Ensuring that all necessary items in terms of security preparedness are in place;
  • Any other issues related to security management.

****Qualifications and competencies****

  • Degree in logistics and procurement and/or degree in security management;
  • At least four years relevant work experience related to logistics in an international position with an INGO, of which at least two years in a conflict- or postconflict area;
  • Strong analytical and problem-solving skills;
  • Strong organiser of one’s own work, setting the right priorities;
  • Be diplomatic, culturally sensitive, result-oriented, innovative and a strong team player;
  • Excellent English writing and communication skills;
  • Preferably good knowledge about South Sudan context;
  • Strong networking skills.

****Specifics of duty station****

The person will be based in Juba at the Cordaid South Sudan office. He/she will report to the Cordaid Country Director in Juba, and work closely with the Administrator and also colleagues based in South Sudan as well as with Cordaid HQ in The Netherlands, including the HQ-based Security Advisor. Travel to the working areas of Cordaid in South Sudan, as well as international travel, may constitute up to 50 % of the time.

****Contract information****

Initial contract for 8 months, renewable, with a 1 month probation period. Starting date as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, pension contribution and housing.

A R&R arrangement is applicable to the duty station of Juba. It is a non family posting.
