Cordaid is looking for**a Knowledge Management & Communication (KM&C) expert in Haiti**(short mission)
Introduction
For over thirty years Cordaid has been supporting non-governmental organisations in Haiti. After the earthquake in 2010, we implemented a large recovery programme ourselves, which included shelter, integrated neighbourhood recovery and mental health. Currently, we have programmes in the domains of rural and urban food security, security & justice, disaster risk reduction & disaster response and the upgrading of low-income urban areas.
In 2012, Cordaid started collaboration with CARE in the European Commission financed integrated neighbourhood upgrading, livelihoods and housing rehabilitation program in the Carrefour area in Port au Prince. In this ambitious “Katye Nou pi Bèl” program Cordaid provides the expertise on Community Mobilization, Disaster Risk Reduction, Impact monitoring, and Knowledge Management and Communication. This program will run till April 2016.
Both organizations are aware that the complexity of the program offers many opportunities to document experiences, to learn from these, to develop expertise and to share this in national and international networks.
Position and responsibility
The role of the KM&C expert is to support Cordaid and CARE in “learning” and “benefitting” from this unique program by providing Knowledge Management & Communications expertise and guidance. During this mission the KM&C expert leads the development of a detailed Knowledge Management & Communication plan. The KM&C expert will work in close collaboration with the KM&C officer.
The KM&C plan needs to define a clear KM strategy and a detailed activity planning to monitor, collect and document concrete program experience on the processes. The plan should be based on a clear analysis of the current knowledge needs and opportunities inside and outside the program. Special emphasis shall be given to the subjects of integrated programming, urban resilience/ CMDRR, neighbourhood upgrading, livelihoods and others.
The second primary objective of the assignment is to develop a detailed Communication plan, which defines the way how the knowledge and information is shared with the key internal (Cordaid and CARE) and external stakeholders like the Haitian authorities, NGOs and communities both during the program period and for potential future programmatic activities or opportunities.
The KM&C expert will report directly to the Cordaid Program Manager and will collaborate closely with the field CARE team and other CORDAID and CARE experts; in particular the CARE Program Manager of Amelioration Quartiers, the CARE Program Quality and Learning Unit (PQLU) and the Cordaid Urban DRR&DR department.
Tasks and outputs
- Conducting and leading a survey on the built up technical and program expertise. Analyse “lessons learned documents”, staff experiences and monitoring & evaluation / impact data within the parameters of the program. A detailed report with the findings and needs (max 10 pages in English).
- Analyse the knowledge needs (knowledge areas and tools) of internal and external stakeholders like the project field team, Headquarters, authorities, NGO’s working in Haiti, communities etc.
- Development of a detailed knowledge management and communications plan in English, including a learning agenda, with a maximum of 20 pages (ex annexes).
- Define and specify the development of knowledge and communication products (manuals, publications, presentations) and a dissemination strategy, taking into account the needs of the stakeholders. (max 10 pages)
- Define and specify the development of a communication format and style, taking into account EC’s visibility requirements.
Time Frame:
- The consultancy will be for 6 weeks, in principle in June/July 2015.
Qualifications
- Academic masters degree in social sciences, engineering, urban planning or related field;
- At least 5 years proven experience in research and or knowledge development, especially in the area of urban development / upgrading, resilience, infrastructure and knowledge development and dissemination / communication.
- At least 5 years experience in international development programs
- Strong inter-personal, communication and pedagogic skills
- Fluency in French and English speaking, reading and writing. Creole language skills are a plus.
Conditions:
- International Cordaid (consultancy) contract which covers housing, per diem, travel and insurance.
