Location: Yangon, Nay Pyi Taw, and field travel to project sites in Myanmar

Background

In 2014, UNAIDS Myanmar signed an agreement with the Asian Development Bank (ADB) to help develop the institutional capacity of the National AIDS Programme (NAP) to mitigate the impact of infrastructure development projects along the Greater Mekong Subregion (GMS) economic corridor in Myanmar. This project (SP11) aimed to increase connectivity, mobility, and trade across GMS countries, but also vulnerability and risk of HIV transmission to key affected populations (KAPs), including mobile and migrant populations and local communities along the economic corridor.

The SP11 project is now followed by a larger scale ADB-funded project (2015-2017) called the Greater Mekong Subregion (GMS): Capacity Building for HIV/AIDS Prevention Project, which is financed by the Japan Fund for Poverty Reduction (JFPR). Under the umbrella of the National Strategic Plan for HIV/AIDS (2011-2016) the activities will build on results achieved under the SP11 that aimed to strengthen local response to address HIV risk along economic corridors in Myanmar. The geographic focus of the project is on five townships (Hpa-an, Myawaddy, Kawkreik, Tachileik and Mawlamyine in three states).

Institutional development needs of the National AIDS Programme (NAP) have been assessed at different levels and a costed institutional capacity development plan has been developed for 2015-2017. The focus of this new project is to implement the plan to strengthen health systems and structures to more effectively plan and manage HIV responses at national and sub-national levels. The project also seeks to contribute to the ongoing mapping of risk in the project areas of HIV risk to improve the understanding of the epidemic.

Among the activities that UNAIDS Myanmar has agreed to accomplish under the project, the main priorities are:

  1. Set up of Project Management Unit (PMU) office in Nay Pyi Taw and procurement furniture and equipment.
  2. Development of five township capacity development plans and technical support for the implementation of the plans.
  3. Training of NAP staff in leadership, programme and project management, M&E and other areas identified through capacity assessment
  4. Organisation of workshops to integrate HIV prevention programmes in wider health programmes

Purpose of Consultancy

The key objective of the consultancy is to provide institutional development advice within the framework of the GMS: Capacity Building for HIV/AIDS Prevention Project. In particular, the consultant is expected to implement programmes to strengthen capacity of the institutional and human capacity of the National AIDS Programme. The consultant will design a multi-pronged capacity development strategy and plan, with an M&E framework. As well, the consultant will identify and manage technical assistance to assist with these tasks and with the production of a training curriculum and other materials and tools. The consultant will also deliver 2-3 modules of training (as relevant to training needs) to build capacity of national and sub-national government staff. The trainings will deal with thematic issues such as the HIV and migration/mobility linkage, technical issues including programme planning and financial management, and testing and counselling. In addition, the consultant will develop standard tools for planning and management at national and local levels. S/he will play a lead role in coordinating ADB project activities in close communication and partnership with the NAP and its Project Management Unit and the other implementing partners as relevant. The International Consultant will be supported by a national consultant to assist in achieving the project outcomes.

Key Tasks and Deliverables

The Institutional Development Consultant will undertake the following activities:

· Provide technical advice on issues related to institutional and capacity development to partners involved with the GMS: Capacity Building for HIV/AIDS Prevention Project;

· Adjust and implement a three-year costed strategic plan reflecting a results-oriented capacity development approach targeted at different needs of government staff and aimed at intended learning and system strengthening outcomes [Validated Costed Strategic Plan by 1 August 2015];

· Design a results framework with indicators that are measurable, and instruments to monitor and evaluate progress in individual and institutional capacity development [Results Framework with Indicators by 10 August 2015];

· Develop a modular training curriculum and capacity development instruments and materials for use in workshops and in on-the-job capacity building and coaching efforts [Training Curriculum; Capacity Development Instruments; Workshop Materials and Coaching Materials by 1 November 2015];

· Organise and facilitate training workshops for NAP and NGO staff in key areas including programme planning and management, HIV/migration and HIV testing and counselling [Training workshop reports upon completion of workshops];

· Develop standard tools for planning and management at national and local levels [Project Planning and Management tools by 1 October 2015];

· Ensure adequate coordination and communication among NAP, PMU, AIDS/STD Teams, UNAIDS Myanmar, NGOs and other concerned institutions, including training institutions that will assist with the project and alignment of interventions with existing national programmes and M&E frameworks;

· Assist with the identification and recruitment of consultants and service providers who will assist with specific tasks related to the GMS: Capacity Building for HIV/AIDS Prevention Project;

· [Quarterly Report on implementation of project (total of 4 reports in September2015; December2015; March 2016; June 2016)]

· Prepare financial and technical reports as per reporting requirements of ADB [Financial and Technical Reports in December 2015 and June 2016].

Reporting

The consultant will work under the overall supervision of the UNAIDS Myanmar Country Director and the day-to-day supervision of the Investment and Efficiency Adviser. (S)he will work closely with staff of the PMU and the NAP, as well collaborate closely with members of the UCO and other key stakeholders.

Required Qualifications

· Advanced university degree in public administration, public health, social science, management or similar academic preparation

· Minimum of 8 years professional experience in institutional and capacity development, particularly in development countries.

· Relevant project management, strategic planning, budgeting, M&E and research skills.

· A good understanding of HIV and AIDS in concentrated epidemic settings.

· Demonstrated leadership, team building and advisory skills and ability to engage and work constructively with government and NGO partners.

· Excellent interpersonal, presentation, facilitation, oral and written communication skills in English.

· Proficiency in all standard Microsoft office applications.

· Strong management and organisational skills.

· Integrity and commitment to good governance.

Duration of the assignment

One year with possibility of extension depending on project resources

Duty Stations

To be based in Yangon 50%, Nay Pyi Taw 20%, and townships (Hpa-an, Myawaddy, Kawkreik, Tachileik and Mawlamyine) 30%
