GUIUAN RESILIENT COMMUNITIES PROJECTS

Cordaid is the Catholic Organisation for Relief and Development Aid. We are a member of the international Caritas Network and have come to the Philippines in the wake of Typhoon Yolanda to contribute to the recovery and to look forward to building a more resilient future for the affected communities.
Cordaid, together with the DSAC, are supporting 6 barangays in the Guiuan Municipality as part of the ‘Resilient Communities Project’ and the ‘Urban Resilience project’. Though these projects, Cordaid aims to contribute to an integrated recovery towards sustainable development (housing, water, sanitation, livelihood, DRR and protection).
A field team comprising a project coordinator, community development and technical staff are in place. Cordaid is currently looking for a Housing and Construction Manager (HCM) to join their team.
- Purpose of the job: The HCM reports to the Project Coordinator in Guiuan, leads the Technical Team (TT) consisting of Engineer, Architects, Technical Officer and Community Builders and works directly under the direction of the Project Managers.
The HCM will be responsible for coordinating and implementing the technical activities of the projects, maintaining the quality standards of Cordaid in all construction projects, facilitating the community to plan and manage their own projects while providing a system of technical on-site monitoring, advice and support, developing and facilitating training programmes for different peoples of the community; managing logistical operations of the project; and ensuring good collaboration with partners; Build Change and KVCC.
Works include schools, day care centres, housing, CRs, community infrastructures such as walkways and piers. While larger works are contracted to contractor, the community infrastructure and housing projects are led by members of the community. Then the HCM and his/her team will regularly visit the construction sites for monitoring purposes ensuring the standard of all construction works.
- Tasks and Responsibilities
· The HCM will be responsible to motivate and lead the TT to implement all technical work of the 2 projects and the promotion of resilient construction practices.
· Together with the 2 Project Managers define methods of working and processes of implementation making sure that the project is fully participative and appropriate to overall resiliency objectives.
· Under the direction of the Project Managers produce the time/ activity plans to assure timely delivery of construction related activities and produce weekly updates on construction progress.
· Plan, delegate, monitor, review and report on all construction activities.
· Mentor the TT to work with the community members during construction to guide and train them in achieving the quality standards of Cordaid and reinforcing resilient construction techniques. If necessary plan and organise workshops personally. Develop the processes and tools others will use for effective monitoring and control of construction projects.
· Ensure that construction quality as defined on the projects, and its implementation, complies with The Building Code of the Philippines and relevant Guidelines and Construction Codes applicable in the Philippines, ensuring that the highest standard will apply on each case.
· Check technical drawings, BoQ etc produced by the TT.
· Contributes technically in the review of project reports with Project Manager.
· Supports in the successful exit strategy and/or handover of sector-specific activities.
· Contributes in the production of materials such as presentations, annual reports, training materials, positions papers, proposals, etc. relevant to the incumbent’s area of expertise.
· Be responsible for the Human Resource Management of the TT.
· Attend and participate in team and external meetings.
· And any other task the Project Coordinator as required.
- Qualifications
· Bachelor’s degree required civil engineering, architecture or related field.
· Minimum of five years related experience and progressive management responsibilities and ability to manage multiple projects simultaneously of which at least 2 years demonstrated experience in supervising construction works.
· Experience working directly with contractors.
· Confidence and the right character to lead their own team of team, to work with the communities, lead trainings and instruct groups.
· Ability to prioritize, meet deadlines, and achieve results through collaboration.
· Computer proficient, especially in MS Office and AutoCAD.
· Flexible to adapt challenging and continues evolving situations.
· Professional level of English and Tagalo, both written and spoken.
· Able to travel to project sites to troubleshoot technical issues
- Desired Qualifications
· Knowledge and understanding of cross cutting issues in programming i.e. sustainable resourcing, participatory design and construction processes, livelihoods and Disaster Risk Reduction.
· Experience with increasing awareness of safer construction practices in communities that built their own homes.
· Knowledge of Owner Driven Housing and Community Driven Infrastructure
· Experience coordinating with government authorities, Mayor, religious institutions and Barangay council.
· Experience with nipa, amakan, coconut lumber etc.
· A level of Waray Waray
Specifics of contract
This is a non-accompanied posting. Location is Sulangan, Guiuan, Philippines. The contract period until end the November 2015, with a possibility of extension, starting asap with a 2 month probationary period. We offer a Cordaid contract with a competitive salary (To be discussed at interview) and a benefit package which includes holiday allowance, social security system benefits (SSS Benefits) and PhilHealth cover.
