CORON RESILIENT COMMUNITIES PROJECTS
TECHNICAL OFFICER
Cordaid is the Catholic Organisation for Relief and Development Aid. We are a member of the international Caritas Network and have come to the Philippines in the wake of Typhoon Yolanda to contribute to the recovery and to look forward to building a more resilient future for the affected communities.
In the Coron Municipality of Busuanga Island, Palawan six barangays: Malawig, Buenavista, Tara, Banuang Daan, Cabugao and Guadalupe (A total of 1,866 households) have been selected for Cordaid’s ‘Resilient Communities Projects’ Though this program Cordaid intends to implement over the coming two years an integrated program (shelter, water, sanitation, livelihood, DRR and protection) for recovery and development, ending December 2015. A field team comprising a program coordinator, community development and technical staff has been set up, located and operating from the Cordaid / AVT-SAC / NASSA Offices, Coron Town.
Cordaid is currently looking for a Technical Officer for its ‘Resilient Communities Projects’ program in Coron after the disaster caused by typhoon Haiyan.
Specifically Cordaid is looking for socially motivated Professionals that want to use these academic knowledge to contribute to making a safer and more resilient country.
Inputs in the programme design:
- Participate in, share knowledge and contribute in meetings to develop Cordaid’s technical design - to find resilient housing, protection and environmental solution to improve the living conditions i.e. drainage, waste disposals, septic tanks, retaining walls, escape routes, evacuation locations etc.
- Contribute also to the development of Cordaid’s technical program in terms of process – Suggest methods of working, discuss processes of implementation, be flexible and apply initiative to contribute to the development of the work.
Responsibilities
- The TO will be responsible for all infrastructure and housing interventions in his or her area. The TO will be responsible for assistance to the communities and home owners to ensure proper implementation in accordance with the design, BoQ and agreement.
- Specifically the TO will be responsible for monitoring and guiding the individual works on the ground, the promotion of resilient construction and the implementation of community resilience action planning in the selected communities through the physical activities of the project.
- On site monitoring of community lead projects - While the community projects will be led by members of the community the TOs will frequently visit the construction sites for monitoring purposes.
- Make onsite inspections of the works using the Cordaid quality checklists. Be prepared to refuse signing off on the works if the quality does not meet the prescribed standard.
- Mentor the community volunteers during construction to guide, train and educated them in achieving the quality standards of Cordaid and reinforcing resilient construction techniques.
- Give technical trainings to community groups on subjects related to your technical knowledge. Be prepared to plan and organise workshops.
- Report always to the Chief Engineer on progress, situation, and planning.
Training
- As part of the capacity building component Cordaid will evaluate skills and performance. Based on the outcomes and in joint agreement appropriate training will be provided.
- A training to improve communication and presentation skills will be provided for all technical staff
- Based on the current program Cordaid intends to employ several Technical Officers. Each will have different skills, capacities and preferences/interest. Each TO will be made and be trained to become a resource person for a specific technical subject i.e. water, sanitation, house construction, house retrofitting, protection works, IT etc.
Requirements
- Confidence and the right character to work with the communities, lead trainings and instruct groups.
- Ability to work in a team, Result oriented, pro-active and inventive.
- A basic understanding of Humanitarian work and the principals by which we work (Eg. Do no harm).
- Understanding of cross cutting issues in programming i.e. sustainable resourcing, indigenous culture, environmental issues.
- Able and willing to live and work for periods in remote communities of the Calamian Islands.
- Good communication skills
Specifics of contract
This is a non-accompanied posting. Location is Coron, Palawan, Philippines. The contract period is till end of Decmber 2015 starting as soon as possible with a 3-month probationary period. We offer a Cordaid contract with a competitive salary (To be discussed at interview) and a benefit package which includes generous vacation leaves, communication, accommodation, and transport costs.
