Project Coordinator Emergency Response and Recovery
Introduction
Typhoon Haiyan (local name Yolanda) hit the Philippines creating a major disaster in Visayas Islands in November 2013. The numbers of affected people are more than 13,2 million. More than 4,2 million people were displaced, gradually returning home or rebuilding their homes with support of humanitarian agencies or local support. Cordaid immediately sent one staff to the field for a first assessment and liaising with Local partners and the Caritas network for providing immediate emergency aid. Cordaid provides rapid response to the basic needs of the affected population in collaboration with the National Caritas, Diocesan Caritas Manila, Diocesan Caritas Cebu, and CRS. Efforts are financed with Cordaid funds and funds generated by an SHO fundraising campaign. SHO Funds have to be spent in emergency response and recovery within a time –frame of two years until December 2015. Cordaid is developing a longer term strategy in cooperation with partners and other Business units within Cordaid with sectoral focus on livelihood and shelter (including watsan) and integration of disaster risk reduction strategies. Assessments and program implementation is ongoing and modalities working with partners is continuously being explored.
In East Samar six barangays (Sulangan, Ngolos and 4 in Guiuan town) in the municipality of Guiuan have been selected as Cordaid’s area of intervention with a total of 3,000 households. Cordaid implements 2 projects; “Resilient Community” and “Urban Resilience” both put people at the center of linking long term development to disaster recovery and include shelter, water, sanitation, livelihood, DRR and protection. The Project Coordinator will head team of international advisors and national staff, based in the Sulangan project office. A small central Cordaid office is set up in Cebu, in the Caritas network premises.
Position and responsibility
The Program Coordinator is responsible for the 2 projects in East Samar. This will include daily running of the project office. He or she will report to and be supervised by the Cordaid Country Program Manager (CPM), based in the Cordaid office in Cebu.
Objectives of the posting
Project Planning and Implementation
- Manage the project office as defined by the 2 project proposals and supported by the CPM Cebu;
· Liaison and support the Parish and facilitate their inclusion into the broader multi-stakeholder mechanism required for recovery;
· Participate where necessary in coordination mechanisms at Municipality & Barangay level and other government institutions. Attend and participate in UN/Gov cluster meeting as required;
· Assure a real time monitoring system is in place (“the database”);
· Assure a complaint/beneficiary accountability systems is in place;
· Jointly with the community identify the impact of the typhoon, capacity gaps and help in establishing community resilient action plans on a Barangay level. This will then become the basis of the resilient recovery approach;
- In cooperation with partners, staff, advisors further develop and ensure documentation of the developing resilient recovery approach; this includes identification of potential new programming and funding sources and the establishment of project concept notes in coordination with the CPM Cebu;
- Provide support and mentoring to all staff on principle of both recovery and resiliency where necessary;
· Assist in the identification of suitable national/local NGOs for the implementation of certain components and advice Cebu office and Cordaid HQ;
- Liaise with the DSAC Borongan, the Parish and Caritas network.
Project Development
- Ensure the continued development and outputs for the resilient recovery programming meets the targets set within the two year timeframe and explore opportunity beyond the current funding;
· Develop resilient community awareness materials, document and disseminate;
· Contract management of (sub) contractors and NGOs (with support for CPM Cebu);
· Develop ToRs for advisor consultancies (livelihood, shelter & watsan, urban planning) and monitor performance with the CPM Cebu;
· Pilot various community indentified projects through the resilience framework and methodology;
- Make propositions to obtain funds for new projects and for the extension of the current program in line with Cordaid’s Resilience Communities approach and upscaling of Urban Resilience project.
Reporting
- Monitor progress on the achievement of projects’ objectives with all stakeholders;
- Ensure accurate and timely reports, specifically for donors (SHO, Trocaire, Cafod, SFL, etc) and submit to CPM Cebu;
- Contribute to regular program updates;
- Conduct regular field visits and develop regular reports;
- Analyse data as a basis for management decisions.
Office Management
- The Project Coordinator is responsible for all the financial and administration procedures and reporting for the 2 projects. Also to ensure that Cordaid procedures and policy defined in the Cordaid Field manual are applied.
Staff Management
- Overall management responsibility for all Cordaids staff and advisors assigned to the Project Field Office (Guiuan);
- Advise Cordaid on additional staffing needs and manage Cordaid field office;
- Assess the need for technical training and organize specific technical training to staff where necessary.
Representation
- Represent Cordaid with all relevant stake-holders in the response and recovery efforts in East Samar after Typhoon Yolanda;
- Establish and maintain relationships with local authorities and (international) funding agencies.
Security management
- Ensure adherence to the safety procedures and protocol of Cordaid;
- Report incidents and threats to the security focal point.
Qualifications
· Bachelor in development studies, or related field;
· Three years experience with managing and monitoring emergency and rehabilitation programs;
· Experience in project planning and implementation and in reporting requirements of institutional donors;
· Experience in working with local NGOs and local (ethnic) communities;
· Expertise and knowledge in at least one of the priority fields shelter, livelihood, DRR, urban planning ( prefer one of the last 2);
· Management skills including human resource and financial management, communication and intercultural cooperation skills;
· Good networker;
· Good oral and written communication skills in English.

Specifics of station
This is a non-family posting. Location is Sulangan, Guiuan, Eastern Samar.
Contract information
The contract period is for 7 months, starting preferably as per 1 June 2015. We offer a Cordaid contract with a competitive salary (indication of salary on the basis of 3-5 years’ experience is between 3600 and 3800 euro gross) and a benefit package which includes a comprehensive insurance cover, social security and pension contribution and a holiday allowance.
