Regional Operational Manager for the Cordaid Health Fund (Burundi)
Introduction
Investments is the unit of Cordaid that manages all investments. Cordaid Investments combines the unique ability to finance partners with equity and debt instruments in selected countries across three continents. Cordaid Investments has around EURO 60 mln of assets under management, predominantly invested in microfinance institutions (MFI’s) and small and medium enterprise (SME) funds with a ‘social mission’ and serves over 110 investees worldwide. Cordaid Investments is diversifying its portfolio through impact investments in other areas like healthcare and sanitation.
The Cordaid Health Fund offers loans and support to health centers, district hospitals and SME’s increasing the quality and quantity of access to medical services in Sub-Saharan Africa. The Fund has a committed capital of EURO 7.5 mln and intends to grow to EURO 20 mln.
The Regional Operational Manager will report directly to the Director Investments and coordinate the growth and establishment of the Health fund’s local operations in 5 to 7 African countries. Currently two pilots have initiated in Burundi and Rwanda.
Responsibilities
· Roll-out the development of the Cordaid Health Fund in all countries according to the business case: responsible for setup / maintenance of appropriate Cordaid Investment processes and procedures in all countries and adherence to local regulation.
· Manage the team of local investment managers on output and make adjustments when desired results are not achieved.
· Safeguard and update the fund objectives and monitor progress on the basis of the KPI’s.
· Chair the various local Investment Committees and regional Investment Committee. Ensure appropriate local and consolidated financial reporting; liaise with Mauritian administrative and legal counsel. Monitor the financial position of the Cordaid Health fund. Sets priorities with respect to allocation of financial resources to ensure that the financial continuity of the fund is guaranteed.
· Monitor the social performance of the Cordaid Health fund. Ensure appropriate social reporting. Ensure that Cordaid health policies are supported by Cordaid Health fund in coordination with BU Health.
· Provide guidance to the local investment teams. Ensure that local RBF officers are trained to efficient support roll-out. Responsible for the efficient deployment and the quality of staff implementing the strategy of the Cordaid Health fund.
· Assist with the preparation and presentation of leads/proposals to investors and donors.
Qualifications
- Master degree in finance, economics or in another relevant subject.
- Minimum of 5 years’ experience in the field of investments in development countries.
- Demonstrable track record in operational management and set up of operations.
- Core competences: entrepreneurial, energetic, result oriented, good communicator.
- Excellent proficiency and writing skills in French and English.
- Knowledge and experience in PBF and/or health would be an advantage
- Willing to travel very frequently.

· The position is initially for one year, starting as soon as possible; if successful the candidate will be offered a permanent position.
