Mandate of UNAIDS Myanmar

Leadership in the response to HIV, as well as the work of UNAIDS, is about social justice and social change – not only is the health of those affected crucial, but also their dignity and security, and the enabling social, cultural and legal social conditions necessary to achieve these. High level policy, technical and programmatic advice to civil society and strategic support to community mobilization, through Greater and Meaningful Involvement of People living with HIV (GIPA) and AIDS and civil society engagement, are both human rights and public health imperatives, as people living with HIV and other members of civil society will be, and should be, the engines of health and social change efforts in their countries.

Objectives:

  1. Reinforce and reignite the engagement and leadership in the AIDS response of people living with HIV, women and key populations
  2. Ensure the HIV response has a powerful human face and is an engine for community mobilization for prevention, treatment and HIV-related social justice
  3. Provide global leadership, advocacy, strategic information and programme coherence on human rights, gender equality, GIPA, community mobilization and civil society leadership towards achievement of the 10 goals of the 2011 Political Declaration
  4. Support excellence in national efforts to achieve HIV-related human rights, gender and GIPA goals through mobilization of leaders in government and civil society on law, gender equality, civic and social action, and faith.

General Background and purpose of training

In September 2014, *UNAIDS organized the Training of Trainers on Human Rights based and Gender Sensitiy approach.*UNAIDS offered the training opportunity to interested members of the Working Group members of the HRGWG as they have expressed the need for capacity strengthening in the area of human rights and gender. Members of HRGWG were trained to serve as trainers, facilitators and human rights resource people in organizational-level trainings or community level trainings.TOT is one of the activities identified in the 2014 HRGWG workplan.

Upon receiving the TOT, participants have expressed their interest to involve in human rights and gender training and volunteerly identified to be trainers for rolling out of multiple trainings. This TOR is to provide more trainings at local level with the resources of trianed trainers from Training of Trainers on Human Rights based and Gender Sensitiy approach.

The purpose of this TOR is

(1) to conduct refresher training for participants who received Training of Trainers on Human Rights based and Gender Sensitiy approach last year

(2) to roll out trainings at local level

About 30 to 35 participants from key populations, key parters and policy makers will be trained in one location through local level Human Rights and Gender trainings. The locations are yet to identified. The consultant is expected to conduct one refresher training and supervise to organize several trainings at local level to strengthen capacity and knowledge on human rights and gender.

UNAIDS is recruiting a consultant who will work with trainers from TOT organized in last year to organize mulitple trainings in local area.

Main tasks and Responsibilities of the Position:1**.**Key Assignments

International consultant will work with trainers in collaboration with UNAIDS Myanmar team to carry out following tasks according to the timeline.

Specifically the tasks of the job include:

Human Rights and Gender trainings for key partners and community

Objectives :

  • To incrase knowledge and strengthen human rights-based approach and gender equality in HIV planning processes and programme implementation.

Scope of Work

Activity

A.1: Assessment with HR and G working group members who received training last year to improve curriculum. (2015)

A.2: Refresher training for participants who received TOT last year – August 2015 (2015)

· Develop training agenda for refresher training based on the assessment

· Organize refresher training

A.3: Multiple trainings at local level (2015)

· Develop and adapt a training curriculum on human right based and gender sensitive approach for key partners (Networks, INGO/NGOs, UNs, NAP) and community at local level

· Identify priority areas where to conducts the trainings (at least 6 locations to identify)

· Identify, select and invite 30 key partners (Networks, INGO/NGOs, UNs, NAP, community of key populations) in each location to attend the human rights and gender workshops (1 1/2 day workshop x 6 workshops)

A.4: Organize a series of Human Rights and Gender workshops with a focus on raising awareness of on human right based and gender sensitive approach (2015, 2016)

· 2015: 4 workshops in September to November 2015

· 2016: 2 workshops in February to March 2016

Key Deliverables

For refresher training

  • Training agenda for refresher training by August
  • Conduct refresher training and training report

For trainings at local level

  • First draft of the training curriculum at local level by 15 September
  • Final curriculum by 25 September
  • Final training package including training curriculum and training materail and check list and ToT guide by 30 September
  • Pre and Post test questionnaire by 30 September
  • Final training agenda by 30 September
  • Organize training workshops
  • Completion of training report for each workshop at local level

EXPERIENCE

Essential: At least 7 to 10 years of professional experience within the field Human Rights, Gender and HIV prevention with demonstrated technical knowledge.

Demonstrated experience in

  • Providing training, training of trainers Human Rights and/or Gender
  • Building capacity of multi-stakeholders, service providers and coommunity
  • Development of training curriculum
  • Working with a broad range of stakeholders including government, international and local NGOs, network and CBOs

Desirable:

  • Knowledge of Myanmar human rights and gender contexts desirable.
  • Experience in working with the UN system: regional and/or international experience in the field of HIV prevention and Human Rights and Gender.

LANGUAGES

Essential: Fluent in English.

FUNCTIONAL/TECHNICAL KNOWLEDGE AND SKILLS

Strong interpersonal, representational and advocacy skills. Ability to build capacity on Human Rights, Gender sensitive approaches on HIV programme among a wide range of partners. Knowledge of wider development issues is desirable. Understanding of cultural and social context of Myanmar is important. Strong ability to ensure that the principles around human rights, gender and the meaningful involvement of people living with HIV and of populations at risk for HIV are adhered to and applied in all UNAIDS partnership work and strategies.

DURATION

Total working days : 40 days from July 2015 to March 2016

BUDGET

The budget for this consultancy will cover professional fee, air fare from abroad, in country travel cost and per diem (if required) during trainings and conducting the assessment.

Payment:

· 25% upon signing the contract

· 25% upon completion of refersher training and training report in 2015

· 25% upon completion of human rights and gender trainings in 2015

· 25% upon completion of human rights and gender trainings and submission of final report on human rights and gender trainings in 2016
