TERMS OF REFERENCE

Title: International Consultant: Project Management Support Officer (ADB and 3MDG)

Duration: 12 months Period 1 June 2015 to 31 May 2016

Location: Yangon, Myanmar

Contract Type: Consultant contract

Background

UNAIDS Myanmar is supporting the coordination of the national HIV response in Myanmar. Bringing together the efforts of UN agencies, bilateral development partners, international and national NGOs, community-based organizations under the leadership of the National AIDS Programme, Ministry of Health, Government of Myanmar.

Given limited implementing partners in Myanmar with track record of coordination, advocacy and monitoring and evaluation, UNAIDS Myanmar has been requested by donors such as the 3MDG fund and ADB to provide technical assistance for establishing and implementing programmes to strengthen capacity of the national counterparts. The three programmes are (i) evidence-based planning and decision making & enhancing partnership and coordination of health sector; (ii) enabling environment for scaling up HIV prevention; and (iii) strengthening capacity of National AIDS Programme at national and state/regional levels.

As UCO is faced with human resource and time constraints, additional TA needs to be secured to support the implementation and management of these programmes. UNAIDS Myanmar is seeking a consultant to provide project management support.

Purpose of Consultancy

The objective of this consultancy is provide project management support to ensure that programme activities occur in timely manner in order to maximize programmatic impact to strengthen the national response to HIV.

Key Tasks and deliverables

  1. Draft Terms of References and Concept Notes to procure technical assistance as required;
  2. Attend programme-related meetings and prepare minutes
  3. Undertake site visits and prepare mission reports
  4. Organize workshops; training courses; and produce workshop reports
  5. Prepare financial and technical reports as per reporting requirements of 3MDG and ADB
  6. Review and edit reports or programme write ups
  7. Submit to supervisor brief monthly report of progress in all three programme areas

Reporting

The consultant will work under overall supervision of the UNAIDS Myanmar Country Director and the day-to-day supervision of the Investment and Efficiency Adviser.

ESTIMATE COSTS

Candidates will be asked to specify a lump sum covering professional fees on the letter of interest. Travel costs (DSA and flight tickets/car rental) during the assignment will be reimbursed based on actual travel.

Selection Criteria

Consultant: Local/Regional Consultant

Qualification, Skills, Experience and Role

  • Advanced university degree in public administration, public health, social science, management or similar academic preparation.
  • 3-5 years work experience preferably in programme management in public or private sector at the national or international levels, experience in programme coordination.
  • Work experience with UNAIDS and in Myanmar a major asset.
  • Excellent knowledge of English.
  • Knowledge of the AIDS epidemic, globally and its implications.
  • Understanding of the UN system of organizations and their delivery mechanisms.
  • Proposed budget and fees
