Cordaid, a Dutch NGO, is looking for an evaluator for the purpose of performing an external evaluation of the Central African Republic Joint Response Program, financed by the Dutch Ministry of Foreign Affairs, running from June 2016 – March 2017..
This Dutch Relief Fund is a mechanism to respond to challenges of the humanitarian system and the growing gap between humanitarian needs and humanitarian funding, proposed by the Dutch Minister for International Trade and Development Co-operation . The DRF is a pilot funding window for relief operations for the period 2015 – 2017, with a total volume of €570 million of which €120 million has been reserved for Dutch NGOs.
The Dutch Relief Alliance (DRA), launched in April 2015, is an alliance of 12 Dutch NGOs with a strong track record in relief work, has been set up to directly access the funds allocated through the DRF, with a mandate of delivering more effective and efficient humanitarian relief through large-scale, multi-sector programming leveraging the comparative advantages of each individual member. DRA member organization must hold a FPA with ECHO to be eligible for DRF funding, and each response is designed through participatory consultations and a self-selection process. All DRA members (14) are not (necessarily) part of each Joint Response.
For the Central African Republic, an amount of € 6 million was released for a period of 10 months (1 June 2016 – 31 March 2017) to respond to the prevailing humanitarian needs. The consortium has responded through the sectors of Food Security & Livelihoods, WASH, Protection and Nutrition, to around 35.000 households in prioritised regions. The Central African Republic remains one of the poorest countries in the world and an estimated 2.3 million people - out of a total population of 4.8 million - are in need of humanitarian assistance (OCHA HRP 2016).
Participating organizations in this response were Cordaid, Oxfam Novib, ICCO & Kerk in Actie / ACT, Plan Nederland, World Vision, Tearfund NL, War Child NL and St.Vluchteling / IRC. Cordaid was chosen for the 2nd time to be the lead agency for this coalition with the task to coordinate the activities with the partners at Netherlands and field level;
The overall Dutch Relief Fund objectives are:
To contribute to the delivery of fast humanitarian aid in major acute (new) crises in a timely, appropriate, effective and efficient manner;
To create synergies and cooperation between Members aimed at increasing efficiency and effectiveness in providing humanitarian aid in crisis situations;
Increase the visibility of this Dutch contribution to humanitarian relief efforts towards the Dutch public and Parliament;
Work together, also with other parties, to tackle major bottlenecks in humanitarian practice through co-created innovation, joined learning and research;
Overall Objectives CARJR
The CARJR has two Strategic Objectives (SO1 and SO2):
Strategic Objective 1: Contribute to alleviate human suffering of the population in the Central African Republic through the effective and efficient implementation of humanitarian response activities by the Dutch NGOs
Strategic Objective 2: Realize added value through the collaboration between the CARJR members and other stakeholders
The purpose of the evaluation
The evaluation needs to serve purposes of accountability and learning and captures the lessons learned and good practices from the implementation of the CARJR2 program to help participating partners to:
Assess the quality and results of the response
Assess the Added Value generated for Stakeholders (MoFa, CARJR members, implementing partners and beneficiaries) through the collaboration between partners in this Joint Response.
As the evaluation of the CARJR1 focussed at relevance of the action and performance (most quantitively), the partners have discussed and decided to have the evaluation of the CARJR2 focus on a few quality aspects of their work, to gain a deep understanding on how to improve the quality of humanitarian assistance. This evaluation will therefore build on the recommendations of the CARJR1 evaluation (to be shared with the evaluator of CARJR2)
The evaluation findings will be shared with the Dutch Government (MoFA); the Dutch Relief Alliance partners and their implementing staff and local partners in the Central African Republic; the Dutch Relief Alliance partners in the Netherlands; the relevant cluster leads & the relevant local authorities in the Central African Republic.

The evaluation itself should take place in the Central African Republic in July / August, with a deadline for the draft report by 31st August 2017.
