Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programs in the area of emergency response, DRR, health, food security, Lobby ad Advocacy. Cordaid is active in seven States in South Sudan.

Position Title: Finance Manager-Emergency Preparedness and Response

Based : Juba office

Reporting line

The Finance Manager-Emergency Preparedness and Response reports to the Programme Manager-Emergency Preparedness and Response, with functional line to the Administrator.

Overall Objectives of the position:

To ensure effective and efficient management of the financial and administrative functions of the EPR Programme. S/he is also responsible for the accurate and prompt reporting on all funding received for the EPR, including reports from implementing partners ensuring that reports are of a consistent high quality, submitted on time, and that Cordaid South Sudan is in compliance with all Cordaid and donor requirements.

Financial Management

  1. Assist the Programme Manager – Emergency Preparedness and Response with the day-to-day management of the administration and finances of the programme

  2. Conduct cost and budget analysis, ensuring shared office/logistics/HR costs of the programme are allocated equitably among the other cost center's/departments supporting the programme.

  3. Take the lead, in liaison with the Programme Manager-EPR, with budget preparation and ensure compliance with donor regulations and Cordaid procedures.

  4. Manage the monthly reporting process, bank reconciliation, monthly project reporting, and produce consolidated financial reports for presentation to Administrator and Programme Manager.

  5. Manage the donor reporting process, ensure that all donor reports are prepared according to the donor guidelines using the approved donor templates.

  6. Review all the EPR programme procurement documents and ensure that all required standards and procedures have been followed before presenting the final request for approval to the Administrator and the Country Director.

  7. Manage the EPR weekly cash plans and ensure that the weekly cash counts and monthly spot cash checks are conducted and recorded.

  8. Manage the EPR monthly cash flow and ensue that cash requests are made timely.

  9. Advise the EPR-Programme Manager on the interpretation and implementation of Cordaid’s business policies and procedures, ensure consistency and fairness in application, and in accordance with existing policies and local legal requirements.

  10. Provide financial advice and assess adherence by the EPR Programme with Cordaid’s local regulations and donor compliance processes. Identify any non-compliance procedure and take prompt corrective action.

  11. Prepare and submit monthly financial reports timely to the Administrator, with analysis for guidance on the spending trends, variances and the budget status and/or performance.

  12. Manage approved funds payments, reimbursement and off-setting statements and transactions between EPR and its implementing partners. Follow-up, track and confirm that such transactions have been effected against the EPR Programme accounts.

  13. Manage the project end, month-end and year end processes and ensuring the completion and meeting of all the donor and regulatory transactions and requirements.

  14. Assist the Administrator with the preparation of country’s overall budget including consolidation thereof.

  15. Assist the Administrator with the preparation of monthly profit and loss financial statements for presentation to the HO.

Monitoring Donor Compliance

  1. Ensures that all donor transactions are captured in the EPR accounting system.

  2. In liaison with the Programme Manager EPR ensure that all transactions are on budget and that all activities are in line with donor agreement.

  3. Ensure that all changes to project activities are consistent with donor requirements

  4. Keeps all records of donor agreements and budgets including new amendments to project activities, and files these in well labeled files for audit purposes.

  5. Prepares donor reports on a timely basis (at least two weeks before date of submission) to donor to allow for reviews and any necessary adjustments.

  6. Prepares budget monitoring reports on monthly basis.

  7. Manages the donor project documents selected for audit so that these are well maintained and returned to appropriate filing system after the audit is over.

  8. Ensure that all expenditures that involve distributions have adequate distribution lists on file for beneficiaries who received the materials.

  9. Ensure that implementing partner financials are upgraded and their reports are up to donor standards, and train them in adherence to donor regulations and in preparing for audits.

  10. Manages EPR Programme audit and ensure that all the required documents are presented to auditors promptly

  11. Ensure that all audit recommendations related to the EPR are implemented

Qualifications, skills and competencies

  1. University Degree in Accounting, Finance / Business Administration.

  2. Minimum of 3 years work experience working in INGOs.

  3. Excellent understanding of humanitarian financial management processes, donor regulations and procedures.

  4. Strong Financial management skills

  5. Must be honest and hardworking with a sense of responsibility.

  6. Ability to work under pressure and meet strict deadlines.

  7. Capable of multi-tasking and working in a team.

  8. Ability to handle confidential and sensitive information.

  9. Ability to record financial information accurately.

  10. Excellent computing skills, use of accounting software, excel, and word.
