Monitoring and Evaluation Officer

Introduction

The Strategic Partnership programme in South Sudan.

Within this Partnership, with the Dutch Ministry of Foreign Affairs, the Dutch embassy in South Sudan and local civil society organizations (CSOs), we work to strengthen the lobby and advocacy capacity of civil society organizations and to achieve lobby & advocacy goals related to strengthening the social contract in fragile contexts. The Partnership seeks to contribute to the development of legitimate and effective policies, systems and practices in security and justice, service delivery and economy.

General objective of the posting

Delivers (social) improvements in communities in fragile contexts through taking lead in M&E in the Strategic Partnership Project on Lobby and Advocacy, giving guidance to the Cordaid project team and selected local civil society partners on elaborating the M&E framework for the program, on collecting monitoring data that show progress of the program activities and on facilitating drawing lessons for improving the interventions from the M&E information.

Specific objectives

Facilitate usage of M&E Tools

  • Develop and strengthen monitoring, inspection and evaluation procedures;

  • Monitor all project activities and progress in this program towards achieving the project output;

  • Recommend further improvement of expected project results;

  • Develop and monitor impact indicators for the project success;

  • Lead design and implementation of data collection methods for lobby and advocacy;

  • Conduct capacity assessment on existing monitoring and evaluation system;

  • Set up of an effective complain & response mechanism for the project.

    Monitoring Progress

  • Develop indicators and a monitoring strategy for the project;

  • Monitor and evaluate overall progress on achievement of results;

  • Monitor the sustainability of the project’s results;

  • Provide feedback to the project manager on project strategies and activities;

  • Facilitate the use of M&E data to review strategies of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

  • Facilitate reflection on the Theories of Change (TOCs) of the program trajectories;

  • Report monthly, quarterly, half yearly and annual project status and progress on all project activities to the lobby and advocacy coordinator.

    Capacity development

  • Assist the project personnel of Cordaid South Sudan and selected partner civil society organizations (CSOs) with M&E tools and support them in their use.

    Reports

  • Provide input, information, and statistics for quarterly, annual and other reports to the lobby and advocacy coordinator;

  • Participate in annual project reviews and planning workshops, and assist the lobby and advocacy coordinator in preparing relevant reports;

  • Perform other duties as required.

    Qualifications

  • Academic Degree in Community Development or International Development with specialization in Applied Research and Statistics or in M&E;

  • Fluent in both written and spoken English and knowledge of Arabic will be an added value;

  • At least 3 years’ experience of M&E in complex projects;

  • Knowledge and experience of PRA and qualitative monitoring and evaluation methodologies and instruments like outcome mapping;

  • Knowledge of data collection and data collection instruments (technology);

  • Knowledge of research and evidence building;

  • Experience with security and justice, gender equality and natural resource governance projects;

  • Experience in handling and analyzing large data;

  • Knowledge of policy research to support lobby and advocacy work and regional/ international political networks and knowledge of country context;

  • Social/Communication skills to create networks, coordinate and obtain contributions from others;

  • Team building skills; attention to details; participatory attitude;

  • Competencies: conceptual thinking, drive to perform, environmental consciousness, collaboration skills, entrepreneurship and organization awareness.

Specifics of station

The desired candidate will be based in Juba and will work closely with other Cordaid programme managers, thematic technical experts on security and justice, women leadership, extractives and partner financial capacity building and learning You will be part of a professional and dedicated team that works to make a difference in communities and will report to the Lobby and Advocacy Coordinator.

Contract information

This is a 1 year contract with 1 month of probation with possible extension depending on funding and satisfactory performance. For an expat we offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
