Security & Justice Program Manager & Lobbying Expert
Security & Justice is one of Cordaid’s main thematic areas. Cordaid is strategically positioned to work both with formal and informal security and justice providers, as well as with institutions and organisations representing security and justice seekers. Cordaid was the first organisation to introduce Results-Based Financing for security, justice and governance. This has proven to be successful in promoting effective, accountable and inclusive institutions, better able to deliver security and justice services to local communities.
Lobbying and advocacy is integral to the work of Cordaid and in Security & Justice programming particularly. One of our key programmes is the Strategic Partnership on Dialogue and Dissent (funded through the Dutch Ministry of Foreign Affairs) programme. This partnership is called “Capacitating Change: Empowering people in Fragile Contexts,”and focuses on strengthening the social contract in fragile contexts. By supporting legitimate civil society engagement and influence, the partnership seeks to strengthen the social contract in three interconnected areas: security and access to justice for all including engendered peace, accountable and responsive services, and inclusive and sustainable economic growth.
What you do
1) You will lead the international lobbying component within the “Capacitating Change: Empowering people in Fragile Contexts” programme. As project leader, you will be responsible for implementation according to programme scope, budget and planning. You will share this responsibility with 2 other project leaders; one leading implementation in 3 francophone countries, and one leading implementation in 3 anglophone countries. Your team will consist of 7 international lobbyists.
2) You will ensure that international lobbying supports the lobbying trajectories in the 6 countries in which the programme is implemented. Coordination with your 2 project leader colleagues will be key.
3) You will coordinate the L&A efforts of thematic experts for the Strategic Partnership programme and ensure that the different international lobbying trajectories are of high quality.
4) You will monitor the progress of the lobbying trajectories and adjust plans if needed. You will collaborate with the M&E expert in order to measure the results of the lobbying strategies.
5) You will liaise with donors, Cordaid Country Offices and implementing partners.
6) You will contribute to Cordaid’s overall ambition of improving policy influencing strategies at the Global Office and within Country Offices.
7) You will contribute to programme development when it includes elements of lobbying and advocacy as part of your work.
8) Representation in relevant networks will be an integral part of your work.
Who are you?
· You hold a Master’s degree in (International) Law, Political or Social Sciences, or an equivalent Master’s.
· You have 10+ years’ experience of working with or in fragile countries.
· You have excellent programme management skills and knowledge of project-based working principles.
· You have good social and communication skills for creating networks, ensuring coordination, and stimulating cooperation among colleagues and partners.
· You have extensive knowledge on lobbying & advocacy and know the relevant fora related to the aforementioned three lobbying areas.
· You have excellent writing skills and experience in developing project proposals and policy papers.
· You are able and willing to travel frequently.
· Knowledge of English (fluent) and French (preferable).
What we offer
Cordaid is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors, including comprehensive insurance coverage, social security and pension contributions, holiday allowance and 13th month. The salary range for this position is set in scale 11 with a gross monthly salary range between € 3360 up to € 4857 based on 36 hours per week. We offer an employment contract for 36 hours per week, for one year with the possibility of an extension.
