For the Cordaid Country office in Sierra Leone**,** Cordaid is looking for a RBF Data Manager
Introduction
Cordaid has been assigned by the Ministry of Health (MoH) to be the independent National Verification Agency (NVA) for the Results Based Financing (RBF) approach at health facilities. Independent monthly quantity and quarterly quality verification of the hospitals services will be the key tasks of Cordaid. Cordaid is inviting high level and senior professionals to apply for the position of Data Manager.
Position and responsibility
The Data Manager will be supervised by the Country Director in Sierra Leone and reports directly to him and the Programme Manager.
General objective of the posting
Responsible for the development of data management tools and the proper collection and analysis of RBF data generated by the project and as described in the by the World Bank (WB) approved Technical proposal.
Specific objectives
- Responsible for timely generation & presentation of (analytical) reports on performance & progress of RBFproject;
- Develop and maintain a simple quantity and quality verification database, using excel, for the RBF Project;
- Potentially work together with MOH and a contracted partner to develop new data (collection) tools;
- Responsible for the PM&E of the project;
- Responsible for the timely generation and declaration of the quarterly RBF invoices of the hospitals;
- Support in the recruitment of the quantity verifiers and in the pool of quality verifiers;
- Train, assist and advise the quantity verifiers and the (pool of) quality verifiers to properly and timely collect and present the RBF data;
- Oversee the management of the Quality Assessment Tool and the RBF bonus/incentive calculation Tool;
- Ensure quality control verification data and technique and other analytical tasks;
- Contribute to the performance report by the generation of graphs showing and analyzing trends of quantity and quality improvement among hospitals and performance dashboard to monitor and analyze indicators progress;
- Support the quantity and quality verification by ensuring accurate collection of data during verification and storage for easy reference and access;
- Support the collection of data via the patients satisfaction surveys by the contracted CBOs;
· Support and train the CBOs to perform their data collection work properly;
· Represent the NVA externally in relation to the development of the quantity and quality data performance of the hospitals over time;
· Temporally function as acting Programme Manager in the absence of the Programme Manager;
· Assist the Programme Manager in realizing the aim for results as formulated in the approved Technical proposal;
· Any other tasks (including daily practical administrative and organizational tasks) relevant to achieve the aim for results as described in the approved Technical proposal.
· Is coached and advised by the Cordaid-HQ Healthcare expert, (specializing in Data Management)
Qualifications
· BSc in Statistics, Mathematics, computer Science;·
· Post- graduate degree in Public Health, Business Management, Social Science or Statistics is an added advantage;
· 2-4 years relevant work experience in PM&E and in RBF processes;
· Experience in design and/or implementation of M&E system, preferable in health sector;
· Possess excellent technical skills in health research and program, and project performance assessment;
· Excellent data analytical skills and interpretation, sound quantitative and qualitative skills ( managing, analysis and interpretation of data);
· Strong communication and facilitation skills and ability to establish good working relationships·
· High level computers skills in statistical programmes;
· Experience in training and facilitation of M&E activities;
· Fully proficient in the following software applications: Word, Excel, PowerPoint, SPSS or Stata.
· Excellent English language writing and communication skills.
Specifics of station
· The Data Manager will be based in the Cordaid Country Office in Freetown.
Contract information
The contract period is for one year starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
