Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently, it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments.
Presently, Cordaid is expanding its program in different parts of the country. For that purpose, additional technical capacity is required. Therefore, Cordaid would like to recruit a Programme Manager- Emergency Preparedness and Response as detailed below,

The Programme Manager – Emergency Preparedness and Response report to the Country Director.
The Programme Manager (EP&R) line manages technical Managers (FSL & WASH), field Project Managers, and operation staff in EPR team.
Purpose of the position:
The Programme Manager- Emergency Preparedness and Response (EP&R) take responsibility for the effective planning, coordinating and efficient delivery of Cordaid’s emergency preparedness & response programme in South Sudan. The Programme Manager will also build the institutional capacity and staff capability of partner organisations to deliver and account for Cordaid funded EP& R programmes.
The Programme Manager (EP&R) will report to the Cordaid Country Director in Juba and liaise with the relevant technical focal points of the Emergency Response programme unit at Cordaid Global Office in The Hague. The Programme Manager (EP&R) will also cooperate with the Programme Manager – Resilience and Livelihood Security of Cordaid South Sudan, as well as with other programmes implemented by Cordaid in South Sudan. The Programme Manager (EP&R) has supervisory towards the technical Managers (FSL & WASH), field Project Managers, and operation staff in EPR team.
Key Responsibilities and Accountabilities:
- Lead strategy and programme development of Cordaid on EP & R
- Ensures fundraising for the continuity of the humanitarian projects
- Lead the capacity development of selected partner organizations in the areas of EP & R
- Connect to the CMDRR (Community Managed Disaster Risk Reduction) and the Food Security programmes of Cordaid partners in South Sudan where feasible
- Contribute to Cordaid South Sudan’s contingency planning and that of partners
- Lead the development of new EP & R proposals and projects
- Take responsibility for networking, representation and coordination within the Caritas Diocesan and International network, International NGO community, UN agencies and UN clusters, and potential back donors (ECHO, EC, Netherlands Embassy, UN agencies and Private funds, amongst others)
Programme development and strategic positioning
- Explore opportunities and threats for the Cordaid EP & R in South Sudan as well as the strengths and weaknesses of Cordaid herein;
- Constantly review, update, and lead on Cordaid’s EPR strategy and Emergency Preparedness Plan in South Sudan, in collaboration with concerned units;
- Explore potentials in partnership with local and international organizations to pursuing of Cordaid’s EP & R strategy.
- Support project development to strengthen the integration of EP&R projects with other units (Resilience and Livelihood, Health, Security and Justice);
- Actively contribute towards the design and updating of Country Strategic Plans and Annual Work Plans.
Project management
- Monitor humanitarian trends and conduct timely needs assessments for project design;
- Develop project proposals (narrative, theory of change, budget, work plan) for Caritas Internationalis, ECHO, OCHA and/or other donors on EP & R;
- Support and cooperate with local and International partners in developing their proposals (narrative, work plan, budget, theory of change) and implement humanitarian operations, including the use of project cycle management tools;
- Lead the planning, evaluation and audit (with support of financial experts) as foreseen per contract;
- Collaborate with operations teams (Finance, Logistics, HR, Security) to ensure effective and efficient operations and compliance
- Devise and implement effective mechanisms on monitoring and evaluation and accountability to affected population (AAP)
- Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
- Ensure timely reports to Cordaid Global Office and project donors.
Capacity Development on EP & R
- Organize and facilitate trainings for staff of local partner organizations in the areas of emergency preparedness & response, based on International Humanitarian Standards.
- Provide technical assistance on EP & R and accompany/backstop staff of local partner organizations to enable long-term skills-transfer;
- Consolidate learning, including linking and coordination between partner organizations, key stakeholders (CI members, local Caritas, local government, institutional donors, etc.), to generate lessons learned, best practices and strategic opportunities, and actively share among partners and key stakeholders.
Team Management and Administration
- Oversee HR management of team members, including performance appraisal
- Oversee field operational setup
- Ensure budgetary planning and control, as well as compliance in project implementation
- Monitor the operational environment with respect to increased level of threat and collaborate with Security team for institutional preparedness and contingency planning
Fundraising, Networking, Representation and Visibility
- Ensures funding for the continuity of the humanitarian projects
- Identify and establish contacts with relevant organizations and stakeholders as strategic to Cordaid’s EP & R interventions in South Sudan
- Explore added value of Cordaid and promote Cordaid’s interests within relevant clusters.
- Explore potential areas for collaboration and mobilize opportunities and resources.
- Actively engage in relevant technical platforms in sharing our experience and learning from with other humanitarian actors, including Consortia, Caritas, UN and other humanitarian coordination/ thematic cluster meetings, in coordination with the Country Director.
- Facilitate documentation of stories and media materials with human interest related to Cordaid and partners’ programmes and projects, and liaise with concerned units for broader coverage (digital and printed, media). Attend to any other responsibilities assigned by the Country Director.
Qualifications, skills and competencies
- A master’s degree in the social sciences, disaster risk management, international relations and/or any development and humanitarian aid related studies.
- Proven experience in the delivery of humanitarian aid, participatory needs assessment, emergency preparedness and the SPHERE Standard;
- At least 5 years proven experience with analyzing, developing, managing complex emergency response programmes
- Strong proposal writing skills, and is familiar with requirements of major donors like ECHO, FAO,
- Proven experience in building the capacity of CSOs to prepare and respond to emergencies
- Experience in sector and institutional contingency planning is an asset
- Strong (financial) project management, analytical and problem-solving skills;
- Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates (e.g. ECHO, OCHA)
- Knowledge of South Sudan’s socio- political environment is an asset
- Be diplomatic, culturally sensitive and result-oriented
- Experience in working in security sensitive environment in complex (post)conflict situations*
- Excellent English language writing and communication skills
