TERMS OF REFERENCE FOR A FUNDRAISING CONSULTANT

November 2014

1.0 Introduction

1.1 The CORDAID Foundation

Catholic Organization for Relief and Development (Cordaid), a global Dutch-based development agency has been a pioneer in confronting poverty, inequality and exclusion in the world’s most fragile societies and conflict-affected areas and contexts since its inception, 100 years ago. Cordaid focuses on facilitating security, opportunity and empowerment of the most deprived and excluded people.

Inspired by its values of compassion and solidarity, Cordaid pursues its mission of building flourishing communities in order to bring about positive transformation within societies around the world to become more resilient, more inclusive and more sustainable.

Cordaid works in more than 38 countries with about 800 partner organizations implementing 1,000 projects in

  • Horn of Africa: Ethiopia, Kenya, Uganda and South Sudan (presence >20 years)
  • Southern Africa: Malawi and Zambia (presence > 50 years)
  • Central America: El Salvador, Guatemala, Honduras and Haiti (presence >20 years)
  • South Asia: Pakistan, Bangladesh and India (>40 years)
  • South East Asia: Indonesia and the Philippines (since 2006)

Cordaid is a founding member of the Caritas Internationalis and CIDSE network.

We are deeply rooted in the Dutch society with more than 300,000 diversified and complementary funding sources. With a 2013 budget of €180million and more than 550 staff worldwide, Cordaid’s programs span from three cornerstones namely: Security and Justice, Economic Opportunity, Governance and Services.

2.0 Description of the Consultancy CORDAID Kenya is committed to ensuring a scale up of its programmatic focus into three cornerstones; 1) Security and Justice 2) Economic Opportunities & Livelihood 3) Governance and Services with specific central approaches in Systems Change, Capacity Development, Social Enterprising, Lobby & Advocacy and Generating Results.

CORDAID is interested in enhancing its work in Kenya and Somalia through building of new strategic partnerships and relationships, while nurturing partnerships that have already been established over the years. This can be done with CORDAID’s programmatic funding. However, a multiyear predictable funding is required in order to scale-up a number of activities. With the new international shift in the funding landscape, there is need for CORDAID to generate new sources of diversified funding through successful fundraising proposals.

In order to respond to these challenges, CORDAID is seeking to engage a consultant for a period of 30 days.

3.0 Scope, tasks and objectives of the consultancy

The consultant will be required to;In consultation with the Country Director and Bid Manager [5 working days];

  • Familiarize yourself with CORDAID’s priorities with regard to the three cornerstones
  • Review Cordaid’s fundraising strategy and work closely with colleagues in Disaster Risk Reduction & Disaster Response, Urban Matters and Extractives to identify funding needs and anticipated gaps in each of the three cornerstones with special attention to the central approaches 1) Systems Change 2) Capacity Development 3) Social Enterprising 4) Lobby & Advocacy and 5) Generating Results
  • Review identified potential funding sources (by Cordaid and/or the consultant)

Develop fundraising proposals and strategies [25 working days]

  • Build on previous funding proposals to develop 2 high quality unsolicited proposals and 1 concept note to donors in line with Cordaid’s programmatic focus for 2014-2018
  • Work together with the Country Director and Bid Manager on opportunities for networking, forming new relationships and funding within the region and set up meetings with key partners
  • Should relevant Tenders / Calls for Proposals be announced within the same period, work together with Cordaid colleagues to respond to the specific calls for proposals. Opportunities for developing integrated proposals (multiple business units) are encouraged

4.0 Expected output/deliverables

Two funding proposals and one concept note developed and submitted, combined worth of at least Ksh.115m

5.0 Working arrangements /Time frame

The consultant will be hired for a period covering 30 days from 10 December 2014 to March 31 2015 on a part time (need) basis.

6.0 Terms of payment

30% on signing of contract 30% on delivery of 2 proposals and/or concept notes 40% upon submission and acceptance of deliverables

  • Key Skills, Technical Background, and experience required At least 5-10 years of solid experience in the area of fundraising
  • Master’s Degree in social sciences or related field
  • Proven experience in policy advocacy, communication and fundraising (samples of previous work to be provided)
  • Prior contacts and demonstrated results in fundraising
  • Excellent writing, facilitation and organizational skills
  • Excellent command of the English language
  • Deadline driven with a focus on results
  • MS office skills
