For the Cordaid Country office in South Sudan Juba, Cordaid is looking for a Lobby and Advocacy Coordinator

Introduction

Cordaid has been active in South Sudan for more than 20 years and currently has programs in the area of Humanitarian Aid, Resilience, Health, Security & Justice, Investments and longer-term development programs (in areas where this is possible during the current crisis), and on lobby and advocacy activities on the above topics.

Position and responsibility

The Lobby and Advocacy Coordinator reports to the Country Director. S/he shall line manage the MEAL Officer, the Capacity Development Officer, and Programme Manager, and Support to Change Agents (Civil Society).

General objective of the posting

The Lobby and Advocacy Coordinator will ensure implementation of the Dialogue and Dissent Partnership on Lobby and Advocacy, and take responsibility for the lobby and advocacy results according to the goals of the Dialogue and Dissent Partnership programme

In addition, the Lobby and Advocacy Coordinator will strengthen the institutional and staff capacity of selected civil society organizations to conduct of lobby and advocacy activities, to measure and report on the results.

Specific objectives

Lead the coordination of the Dialogue and Dissent Partnership on lobby and advocacy:

  • Ensure timely and proper implementation of the programme;
  • Monitor the implementation of planned activities by local partners and ensure compliance the partnership agreement and that programme goals are attained;
  • Take the lead in conducting due diligence and timely selection of implementing partners;
  • Ensure coordination and synergy with other Cordaid thematic programmes/departments.

Provide strategic guidance of Dialogue and Dissent Partnership in South Sudan:

  • Ensure development, learning and adaptation of Theory of Change of the Programme;
  • Ensure development and implementation of a learning agenda;
  • Ensure adaption of programme to South Sudan context.

Lead lobby and advocacy:

  • Facilitate the development of Lobby and Advocacy plans for the Country Office and local Partners;
  • Coordinate the advocacy activities of the Country Office;
  • Engage in strategic advocacy activities, by representing Cordaid in networks, conferences and relevant platforms.

Capacity development

  • Take the lead in assessing the capacity of partners and key actors at local and national level to deliver on advocacy and programme objectives;
  • Facilitate capacity development of implementing partners and knowledge sharing, based identified needs.

Develop management information system:

  • Develop and maintain information, communication and experience sharing systems and protocols on advocacy results;
  • Take responsibility for the financial management of the programme, including the timely submission of accurate financial reports by partners, and implementation of audit recommendation by partners;
  • Explore new funding opportunities for Cordaid’s lobby and advocacy programme;
  • Produce human interest and impact stories that inform potential donors and the public of the achievements of the lobby and advocacy programme.

Qualifications

  • Masters in Development Studies or related social sciences;

  • At least 5 years’ relevant work experience in a similar capacity;

  • Proven experience in lobby and advocacy;

  • Proven experience in working with civil society, building their capacity to do advocacy and deliver programmes;

  • Proven ability to communicate effectively in English;

  • Proven ability to draft policy papers, advocacy positions, articles, press statements and project reports;

  • In possession of the following competencies: Conceptual thinking, Good networking skills, Results oriented, Ability to take initiative and work with minimum supervision, Pays attention to details, Organization awareness.

Specifics of station

He/she will be based in Juba, South Sudan, with about 30% field travel.

Contract information

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
