Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programs in the area of emergency response, DRR, health, food security, extractives, security & justice, women leadership and investments. Cordaid is active in seven States in South Sudan. Presently, Cordaid is expanding its program in different parts of the country. For that purpose additional technical capacity is required. Cordaid is therefore currently seeking to recruit a Programme Manager – Emergency Preparedness and Response detailed below,

Purpose of the position:

The Programme Manager for Emergency Preparedness and Response (EP&R) takes responsibility for the effective planning, coordinating and efficient delivery of Cordaid’s emergency preparedness & response programme in South Sudan. The Programme Manager will also build the institutional capacity and staff capability of partner organisations to deliver and account for Cordaid funded EP& R programmes.

The Programme Manager EP & R will report to the Cordaid Country Director in Juba and liaise with the relevant technical officers of the Emergency Response program unit at Cordaid HQ in The Hague. The Programme Manager EP & R will also cooperate closely with the Programme Manager Resilience of Cordaid in South Sudan, as well as liaise and coordinate with other programmes implemented by Cordaid in South Sudan. The Programme Manager (EP&R) has supervisory towards the Project Manager and the Field Coordinators.

Key Responsibilities and Accountabilities:

  1. Lead strategy and programme development of Cordaid on EP & R
  2. Lead the capacity development of selected partner organizations in the areas of EP & R
  3. Connect to the CMDRR (Community Managed Disaster Risk Reduction) and the Food Security programmes of Cordaid partners in South Sudan where feasible
  4. Contribute to Cordaid South Sudan’s contingency planning and that of partners
  5. Lead the development of new EP & R proposals and projects
  6. Take responsibility for networking, representation and coordination within the Caritas Diocesan and International network, International NGO community, UN agencies and UN clusters, and potential back donors (ECHO, EC, Netherlands Embassy, UN agencies and Private funds, amongst others)

Programme development and strategic positioning

  1. Explore opportunities and threats for the Cordaid EP & R in South Sudan as well as the strengths and weaknesses of Cordaid herein;
  2. Explore potential local and international partner organization to cooperate with, in Cordaid’s EP & R programme.
  3. Actively contribute towards the design and updating of Country Strategic Plans and Annual Work Plans.

Identify, Develop and Support Proposals and Projects

  1. Develop project proposals (narrative, theory of change, budget, workplan) for Caritas Internationalis, ECHO, OCHA and/or other donors on EP & R;
  2. Support and cooperate with local and International partners in developing their proposals (narrative, work plan, budget, theory of change) and implement their funded projects, for Disaster Response, using project cycle management tools;
  3. Support project development to strengthen and build upon linking EP & R with CMDRR and Food Security projects, and possible other projects (e.g. Health);
  4. Lead the planning, evaluation and audit (with support of financial experts) as foreseen per contract;
  5. Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
  6. Responsible for reporting to Cordaid HQ and others based on partner reports and visits.

Capacity Development on EP & R

  1. Organize and facilitate trainings for staff of local partner organizations in the areas of emergency preparedness & response, based on International Humanitarian Standards.
  2. Provide technical assistance on EP & R and accompany/backstop staff of local partner organizations to enable long-term skills-transfer;
  3. Improve learning, linking and coordination between partner organizations, key stake holders (CI members, local Caritas, local government, institutional donors, etc.) to strengthen networks and establish contingency plans;
  4. Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid and partners’ programmes and projects.

Networking, Representation and Acquisition

  1. Identify and establish contacts with relevant organizations and stakeholders as strategic to Cordaid’s EP & R interventions in South Sudan
  2. Explore added value of Cordaid and promote Cordaid’s interests within relevant clusters.
  3. Explore potential areas for collaboration and mobilize opportunities and resources.
  4. Provide regular humanitarian situation updates and ensure issues calling for intervention of the Cordaid Humanitarian Response team are reported in a timely manner.
  5. Represent Cordaid’s EP & R programme in relevant Caritas, UN and other humanitarian coordination / thematic cluster meetings, in coordination with the Country Director.

And any other responsibilities allocated by the Country Director.

Qualifications, skills and competencies

  1. A master’s degree in the social sciences, disaster risk management, international relations and/or any development and humanitarian aid related studies.
  2. Proven experience in the delivery of humanitarian aid, participatory needs assessment, emergency preparedness and the SPHERE Standard;
  3. At least 5 years proven experience with analysing, developing, managing complex emergency response programmes
  4. Strong proposal writing skills (ECHO, EC, UN, etc.)
  5. Proven experience in building the capacity of CSOs to respond to emergencies
  6. Experience in training local partners in EP & R and preparing contingency plans with them is an asset
  7. Strong (financial) project management, analytical and problem-solving skills;
  8. Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates (e.g. ECHO, OCHA);
  9. Experience in working with faith-based / church organisations is an asset;
  10. Knowledge of South Sudan’s socio- political environment is an asset;
  11. Be diplomatic, culturally sensitive and result-oriented;
  12. Experience in working in security sensitive environment in complex (post)conflict situations;
  13. Excellent English language writing and communication skills
