For the successful bidding on the USAID managed Request for Proposals “*Equitable Access to Education and Learning Project”* in the Democratic Republic of the Congo Cordaid is looking for a

****Senior Monitoring and Evaluation Specialist****

The selected candidate should be willing to sign a statement confirming his/her present intention to serve in the stated position and his/her present. A contract will be offered in case of a successful bid.

****Introduction****

Cordaid has been working for approximately 40 years in Democratic Republic of Congo (DRCongo).

For an anticipated USAID/DFID funded education project Cordaid is seeking a team of key personnel consisting of a Chief of Party, Deputy Chief of Party, Senior Education Advisor/Specialist, Senior Monitor and Evaluation Specialist and a Senior Financial Manager. The project is a primary education initiative that seeks to increase equitable enrolments, improve education quality, and to improve the governance and accountability in the education sector. The project will mainly target the provinces of Katanga, Kasai Oriental, and Equateur. In the provinces of North and South Kivu the project will support access for out of school youth to accelerated learning programs.

Our ambition is to scale this project to 3 other provinces using the framework the USAID managed Request for Proposals.

****Position and responsibility****

The Senior Monitoring and Evaluation Specialist shall establish and manage a monitoring and evaluation system to track progress towards meeting program/contract results, indicators and targets. The individual will ensure that performance monitoring, action research, and evaluations are consistent with program results and track activity progress towards achieving targets and results. He/she will manage and coordinate provincial and district monitoring and evaluation specialists, and any administrative staff responsible to performance monitoring, oversight, and data collection and reporting. The individual shall ensure that the methodologies proposed to measure the programs impact on increased access, retention, improved learning outcomes, school safety, community engagement, gender, disability-inclusive, and conflict sensitive measures, are being consistently and systematically tracked and reported.

****Qualifications****

  • A master’s degree (or foreign equivalent) required in the social sciences or a related field;
  • At least eight years designing, monitoring and evaluating programs, in the education sector preferred.
  • have demonstrated success and experience in monitoring results and indicators of education quality, access, and community engagement;
  • Experience with USAID-funded programs preferred;
  • Fluent in English and French;
  • All necessary computer, database, statistical software, and analytical skills, particularly in issues related to monitoring and evaluation.

****Contract information****

In case of a successful bid the initial contract period is for minimum 1 year, anticipated 2014, with the intention to extend for the duration of the project (5 years). We offer a Cordaid contract with a competitive salary and a benefit package with a comprehensive insurance cover, social security and pension contribution and a holiday allowance.
