Shelter Expert

(based in The Hague)

The Humanitarian Unit aims to fulfill Cordaid’s humanitarian mandate to save lives and livelihoods of people in need of humanitarian assistance. Cordaid provides needs-based humanitarian assistance to people affected by natural or man-made disasters and with particular attention to the most vulnerable people. We build the capacities of local organizations to prepare and respond timely, effectively and appropriately to unfolding hazards and disaster. We reinforce and complement the local capacities that exist and partner with other international organizations to obtain maximum impact (scope, scale, and speed) with high quality interventions that meet the international principles and standards for humanitarian aid. We promote emergency aid activities with resilient recovery as an effective approach to increase resilience & sustainable impact and as a way to promote ‘Linking Relief, Rehabilitation and Development’ (LRRD) in humanitarian crises.

Your tasks

In this position you are the expert with state of the art knowledge in the field of Shelter in situations of emergencies or rehabilitation. You are part of Cordaid’s immediate response capacity. Together with team members you develop proposals for institutional donors. You give advice to colleagues and Cordaid partners. You are responsible for spreading knowledge by developing and executing assignments, research and training. You look for funds to finance these activities. You represent the unit in international Shelter networks. You develop new products. You report to the unit manager.

Your profile

• You have a higher level qualification in a technical field, and/ or significant technical experience in architecture/ engineering / surveying. Qualification in emergency shelter is an advantage.
• You have at least 5 years post-qualification professional experience in a relevant field;
• You have in depth knowledge in the field of permanent and temporary shelter and knowledge of humanitarian aid standards
• You have extensive proven field experience with design, start up and development of emergency interventions
• You have proven ability in strategic coordination with multiple and multilevel partners and stakeholders in emergency situations
• You have demonstrated ability to manage complex program in (post)disaster setting while also dealing with different local societies.
• You have proven experience with successfully attracting and managing funds of donors like ECHO, Dutch Relief Fund, SHO. Knowledge of their policies and regulations.
• You are willing and able to do short/medium term field missions (up to 2 months) in emergency interventions (initial assessments, startups etc).
• You speak excellent English and preferably also French.
• You have knowledge of training and consultancy methods.
• You have an entrepreneurial personality with an eye for innovation.
• You have social and communication skills to advise, train and facilitate multi stakeholder processes.
• Candidates should hold relevant (residency and work) permits.
