Cordaid is looking for a Technical Advisor HPSM (Health Procurement and Supply Chain Management) in Cordaid DRC, Kinshasa
As part of the grant agreements with the Global Fund, the CCM-DRC has entrusted Cordaid with the management of the grant for the fight against three diseases HIV-TB-Covid in 24 provinces of the DRC.
As Principal Recipient (PR) for the implementation of the One Concept Note in the Democratic Republic of Congo, Cordaid is recruiting a Deputy Programme Coordinator whose role is to:
- To contribute to the improvement of the implementation of the HIV-TB-Covid grant by framing and monitoring the implementation of activities in accordance with Global Fund guidelines, the performance framework, contractual budgets and the terms of the grant agreements, the strategic and normative orientations of the Ministry of Health and Cordaid's internal policy and procedures.
- Ensure the application by Sub-recipients of the technical guidelines of the Ministry of Health and the Global Fund to fight AIDS, Tuberculosis and Covid, as well as Cordaid procedures in the implementation of the project.
Position and responsibilities
The HPSM Technical Advisor will be responsible for ensuring compliance with Cordaid's standard policies, Global Fund procedures and policies, best practices in the management of medicines and medical products, and the timeliness and completeness of information on their distribution and use by health facilities.
His role will be to provide technical support and capacity building for Cordaid staff involved in the supply chain in collaboration with all stakeholders such as the Ministry of Health, the National Programme against AIDS, the National Programme against Tuberculosis and the National Programme against Covid.
General objectives
The main objective of this position is to support the HPSM Manager in improving the organisational, functional, technical and operational management of the HPSM department. Under the supervision of the HPSM Manager, the HPSM Technical Advisor will perform the following tasks:
- Ensure regular interaction with the HPM HIV, TB & Covid 19 of the GF (Health Product Management).
- Ensure consistency of activities between securing the availability of grant products (supply and distribution), national HIV, TB and Covid 19 management guidelines (HIV, TB and Covid 19 standard treatment guide) and WHO good practices/recommendations.
- Improve the supply chain and logistics system for health commodities in the grant, in line with the GF policy and principles (https://www.theglobalfund.org/en/sourcing-management/ ), to ensure adequate availability of inputs at all levels of the chain.
- Improve the health commodity logistics management information system to meet good input management practices and the needs of the HIV and TB GF grant.
- Ensure that sourced inputs are in line with the GF quality assurance policies for pharmaceuticals, diagnostics and other health products (https://www.theglobalfund.org/en/sourcing-management/quality-assurance/ ) including their quality monitoring throughout the supply/distribution chain.
- Ensure tracking of orders in line with the HPMT (including quantity and cost of inputs and their transport) and participate/support the finance team in the budget tracking of PSM interventions.
- Respond to GF management actions to improve the performance of the RP.
Qualifications
- University degree in Pharmacy or similar professions (medical, public health, etc.).
- Substantial experience of at least 10 years in the supply chain and logistics system for HIV&TB health commodities, including a minimum of 5 years in supply chain management/supervision within an GF RP.
- Proven experience in technical support and coaching of stock management teams in medical inputs, materials and equipment.
- Expertise in the procurement of Covid 19 products is an asset.
- Proficiency in the use of MS Office (particularly Excel, PowerPoint and Word).
- Experience in building strong working relationships with colleagues from different functions and cultures.
- Experience of a flexible approach to managing and prioritising high workloads and multiple tasks in a fast-paced environment with tight deadlines.
- An understanding of and commitment to Cordaid's mission and values.
- Ability to work and communicate in a team environment, be able to handle stress and be result oriented.
- Fluency in French is required.
- Good knowledge of English.
- Good knowledge and previous experience of working in the DRC would be an asset.

Location of work
The HPSM Technical Advisor will be based in Kinshasa. This is an accompanied position.
Contract information
The contract will be for a period of one year, to start as soon as possible, and may be renewed. We offer a contract from Cordaid with a competitive salary and a comprehensive insurance package, social security, pension contribution and holiday allowance.
