The Consortium Health and Protection Officer (psychologist) is responsible for supervising effective protection and MHPSS services in the Health and Protection program, including needs assessments, monitoring the protection and MHPSS, and community-based activities in line with the project. responsible for implementing and managing the technical components of a comprehensive MHPSS project and providing technical support and training to the MHPSS project locations, also supporting the other programs if there are needs.
should have excellent experience in training, on the job supervision and mentoring, coordination and in building referral links to other formal service providers and informal community supports. The Consortium Health and Protection Officer will provide training on GBV and MHPSS to social workers and other staff, supervise, coordinate, and oversee a national team of community outreach volunteers who will engage in outreach, follow-up , GBV and psychosocial support activities.
Duties and responsibilities:
- Ensure – through clear weekly and monthly work plans – protection and MHPSS monitoring, field assessments, community-based activities, especially life-skills, socio-recreational and awareness raising activities, are carried out in a timely, effective, and technically sound manner.
- Supervise the conduct of individual interviews and facilitate participatory protection and MHPSS assessment – applying the Age, Gender and Diversity Mainstreaming approach - to fully understand the displaced population in its diversity, their protection concerns and priorities, and the resources available to them.
- Support the collection of information/data about vulnerability, psychosocial and protection needs and concerns of the targeted population.
- Ensure that the above-described protection and MHPSS information gathering, sharing, and filing are done in accordance with agreed information management system that respects the dignity and ensure the confidentiality of the information sources.
- Act as focal point for the identification and referral of Vulnerable Individuals and People with Specific Protection Needs for adequate assistance according to Cordaid pre-defined criteria and protection cluster referral criteria.
- Actively lead or participate in coordination mechanisms in the area (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines
- Manage individual protection and MHPSS cases, including maintaining strict protocols for confidentiality and consent.
- Update case files on individual developments, following Cordaid’s SOPs and ensuring beneficiaries’ data are protected.
- Conduct follow-up monitoring visits to ensure that needs have been met in an appropriate manner and beneficiary have the opportunity to provide feedback on the assistance received.
- Ensure dissemination of clear and reliable information on service provision and other preselected key topics.
- Contribute to the establishment/maintenance of a referral pathway, respectful of the confidentiality principle and Cordaid ‘s SOPs.
- Contribute to building the capacities of local actors through involvement in their capacity-building planning, localized protection and MHPSS network meetings and facilitating their training sessions.
- Provide training in the identification and non-pharmacological management of priority mental health condition to general health staff in line with WH, PM+, MH-GAP Intervention Guidelines in coordination with project MoH- DoHs MHPSS.
- Supervise and coordinate the organization and implementation of community-based activities, especially socio-recreational, life-skills and awareness raising activities, with special emphasis on extremely vulnerable individuals and people with specific needs, with the aim of improving their psychosocial well-being.
- Prepare and submit activity plans and reports to the team leader/Health and protection coordinator on agreed schedules.
- Provide verbal and written feedback to supervisor on progress, lesson learnt, achievements and gaps, issues, and problems.
- Keep a database of the number of beneficiaries per activity in each location, disaggregated by gender, age, and community type.
- Liaise with relevant public authorities and service providers to foster effective collaboration and encourage national interest and ownership in protection of refugees and other persons of concern.
- Implement the project in line with Cordaid and global MHPSS and GBV standards and guidelines and closely coordinate with COE and COP at the GO for development and review of training materials and reports.
- Contribute in developing MHPSS, individual and group PSS materials, as well as, awareness raising materials.
- Assist with the development of new proposals.
- Assist with hiring of national staff as needed.
- Conduct duties in accordance with Cordaid’s programming and Health/protection Standard Operating Procedures (SOPs).
- contribute to the country strategy and positioning of the MHPSS/Protection sector, as well as the Heath Programme's active involvement in the national sectoral coordination and technical working groups
- support identification of needs and formulation of project proposals
- support implementation of Health (MHPSS) and Protection projects and activities throughout the entirety of the project management cycle
- promote capitalization, innovation, technology, and research in the Health and Protection Program.
- Any other duties as may be assigned by the Line Manager.
Qualifications & Required Skills:
- University degree in psychology with 3- 5+ years’ experience working on MHPSS, GBV, CP, GP, and Case Management that related to the Health and Protection programs, preferably in humanitarian settings..
- Relevant professional experience of three (3-5) years, preferably in emergency and/or development context.
- Prior experience or familiarity with NGO sector would be an advantage.
- Familiarity with international MHPSS, protection and human rights legal standards, with special emphasis on women rights and SGBV, would be a distinct advantage.
- Very good experience in providing training and clinical supervision practice are required
- Good spoken and written skills in English, Arabic and Kurdish and relevant computer skills.
- A high respect to client/organization confidentiality.
- Demonstrated interpersonal skills and respect for people with special needs and other vulnerability.
- Ability to work in a multicultural context as a flexible and respectful team player.
- Experience of work in the UN or NGO or voluntary sector is preferred but not essential.
