Terms of Reference
1. Background
With the generous support from the Kingdom of the Netherlands, Cordaid together with Netherland Red Cross, South Sudan Red Cross, Red Cross Climate Centre and Wetland International has been implementing the Partners for Resilience (PfR) project in South Sudan since 2016. We aim at supporting resilience building through promoting the Integrated Risk Management approach, which is to incorporate Disaster Risk Reduction, Climate Change Adaptation and Ecosystem Restoration and Management in tacking the complex issues of disasters and climate events.
South Sudan has been suffering from recurrent disasters like drought and floods over the years, deepening the food insecurity crisis. Due to global climate change, more extreme weather patterns are observed, leading to more disasters. Scientists forecast by 2060, in South Sudan will be about 1 degree increase in temperature compare to current temperature; worst of all, for 1 degree increase in temperature, there will be a corresponding 20% decrease of rainfall. All these will pose serious threats to the livelihoods of the general citizens in terms of water consumption and food security.
Taking the opportunity of the International Disaster Risk Reduction Day 2020 Event on 13 Oct 2020, we would like to
1) capture the voices of the communities who are affected most by climate change, ecosystem degradation and disasters, how they have been coping and adapting with support from PfR member agencies, as well as views from key stakeholders on the way ahead.
2) Present these cases in the International DRR Day 2020 Event in Juba, targeting key policy makers (e.g. Ministry of Humanitarian Affairs, Ministry of Education, Ministry of Health, Ministry of Water Resources, Ministry of Environment, Ministry of Agriculture, Ministry of Livestock, etc), institutional donors, UN Agencies (UNDP, UNE, UNICEF, WFP, FAO, etc), as well as key INGOs, as well as reaching the general public through media.
2. The Assignment
Key requirement of the assignment:
Time frame – to conduct the consultancy in South Sudan from 14 Sept to 14 Oct 2020 (31 days)

- Capture videos and pictures on issues related to pollution and waste management
- Production of 4 case studies (video format, each of 5-10 minutes, as well as narrative reports with report)
Time Frame: Day 15- day 19
Location: Bor
Key Actions
- Interview key stakeholders on their view of Climate Change, Ecosystem degradation and disasters in BOR
- Capture videos and pictures on farmers affected by flooding, and how they applied CMDRR in disaster risk analysis and risk reduction planning
- Capture videos and pictures on women group that applied solar-power pump for vegetable production
- Production of 2 case studies (video format, each of 5-10 minutes, as well as narrative reports with report)
Time Frame: Day 20- day 23
Location: Wau
Key Actions
- Interview key stakeholders on their view of Climate Change, Ecosystem degradation and disasters in Wau
- Capture videos and pictures on deforestation/ drought in Wau
- Capture videos and pictures on a group that produced and marketed energy saving stoves in Wau
- Production of 2 case studies (video format, each of 5-10 minutes, as well as narrative reports with report)
Time Frame: Day 24- day 29
Location: Juba

- Where feasible, other video footage of oil leakage will be provided by other agencies for editing for presentation
- Preparation for the 1 to 1.5 hour presentation for the Event day

3. Requirement of the deliverables
a) The case studies should be of good quality which can be used for TV broadcast, social media, website, etc.
b) All case studies and presentation shall be conducted in English. Local translator will be provided to translate from local language to English, while the consultant is required to capture them as English sub-titles.
c) The case studies should be attractive and appealing, so as to enhance the audience concern on Climate Change, Ecosystem and Disaster Risk Reduction
d) All case studies materials – including the published version and all raw materials, shall be transferred to Cordaid by the end of the Assignment
e) All case studies – in video, sound bites, photos, narrative reports – shall remain the property of Cordaid. The consultant should not publish the materials unless it is authorized by Cordaid.
4. Reporting Relationship and Coordination Mechanism
The Consultant(s) will liaise with the PfR Programme Focal Point of Cordaid in Juba.
5. Time frame
The duration of the assignment is expected to be a maximum of 31 days – starting from 14 Sept to 14 Oct 2020.
6. Qualifications
The successful lead consultant should have the following qualifications:
- Minimum Bachelor’s degree in Social Science/ Development studies/ Climate science/ Journalism related discipline;
- At least 5 years working experience, preferably with experience in journalism and/or development;
- Demonstrated skills in production of video case studies and case studies in narrative reports

Please note:
· 15% tax will be deducted as tax to South Sudan authority from the total contract value
· All calculation should not be more than 31 days as the assignment must be completed within 31 days
· Cordaid shall pay direct on the following and these items should NOT be included in your budget
o International flights (one round trip per person)
o All domestic flights in South Sudan
o All transport cost in South Sudan
o All accommodation cost (bed and breakfast) in South Sudan
o Visa fee and other local registration fee will be paid by Cordaid, or reimbursed to consultants based on actual expenses
· Cordaid shall not cover any cost for purchase of equipment for this assignment
· Cordaid shall not cover the vaccination cost. All consultants should present a valid Yellow-fever vaccination card for entry into South Sudan.

The bidding is a competitive process. Interested Consultants are expected to respond by submitting 2 files:
a) Narrative proposal on their understanding of this ToR, stated experience and expertise of the consultant(s). Attaching 1-2 case studies/ reports (or link to online version) produced by the consultant as examples is welcome. b) Budget for this assignment (refer to section 7)
