Cordaid South Sudan has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments.
Presently, Cordaid South Sudan is expanding its program in different parts of the country. For that purpose, additional capacity is required. Therefore, Cordaid South Sudan would like to recruit for the position of Deputy Programme Manager-Health.

The Deputy Programme Manager – Health reports to the Programme Manager - Health
The Deputy Programme Manager Health will provide technical oversight of Cordaid health and nutrition programmes in South Sudan. The position participates in the organization’s mission to improve the quality of life through access to sustainable health care in South Sudan. This includes training local health care providers to provide health services to people at risk, supply of drugs and medical equipment, and establishing a flexible response to health emergencies. The position will also ensure that Cordaid contributes to restore the health care system and self-reliance through local actors and the Ministry of Health.
Key Responsibilities
The position will provide technical oversight of the day-to-day activities of the health programme staff, support the field teams to carry out their professional duties diligently and continuously support the mentoring/coaching of staff at the field locations to improve their performance. The position also represents Cordaid to external actors at the field level when required.
The position will also assist the Programme Manager – Health with technical implementation, standardization, monitoring and evaluating the Health and Nutrition programmes and to collaborate with each Field Offices on a regular basis to make sure programme targets are achieved. S/he will identify the challenges on the ground and help develop strategies to address them.
Programme implementation and Management
- Support the operational needs of the health programme within the scope of the existing grants and participate in activities that generate opportunities for new funding.
- Ensure that health teams in the field are supported to carry out programme activities as per the project agreement.
- Collaborate with the Programme Manager, National Ministry of Health and relevant International Health Agencies for the development of new health projects within South Sudan
- In liaison with the MEAL Officer, design and implement systems to monitor and evaluate the programme objectives, indicators and outcomes of the existing projects as well as trends in mortality and morbidity.
- Review and provide input for monthly field reports in order to analyse activity and results trends and use the analysis to identify programme performance gaps and report on programme performance.
Work with government health authorities and international agencies such as WHO to ensure implementation of standardized national health information systems and policies.
Work with the Programme Manager, field teams, partnering agencies and national health authorities to ensure systems and procedures are in place for contingency planning and outbreak preparedness.
Provide a platform to ensure field health and in-security emergency evacuation plans are in place for the health sector in South Sudan.
Conduct programme assessments against the programme frameworks and suggest recommendations for future programme directions in terms of beneficiary needs, new sites, and / or new programmes. a. Document identified challenges and lessons learnt and ensure that a report is submitted on regular basis. Recommend programmatic shifts and strategies to produce more positive results. b. Share the best practise across the Cordaid Health Offices and ensure that Cordaid adopts the practises alignment Cordaid values and goals.
Participate in the drafting of programme concepts for future funding, following the protocols and formats of each relevant donor
Conduct basic assessment of the drug and supplies management in the field. Work with field teams and logistics to procure drugs in a timely sure adequate supply based on site consumption while adhering to national drug protocols and program budgets
Analyse pharmacy reports to monitor drug consumption per site and adjust program as needed in collaboration with the field teams.
Work with UN agencies (UNICEF, WHO, UNFPA) and partner agencies to acquire drug kits and health information materials for the health sector.
Support the development of the Cordaid primary and secondary healthcare portfolio and as well as enhance the organization activities in nutrition and regularly update country office on progression of programs as per protocol
Representation
- Maintain frequent communication with programme team and other organisations to promote synergy and constant integration of programme activities. Ensure to attend health and nutrition coordination/cluster meetings as well as other coordination meetings which are relevant to the country programmes
- Represent Cordaid at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings relevant to the health program. Ensure tp convey the relevant information to the Programme Manager.
- Serve as a liaison with Ministry of Health on matters related to the programme to ensure programmatic accountability
- Lead the production of reports at site and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors. Ensure maximum visibility of Cordaid amongst the NGO community and device ways to interface with national government and relevant agencies as necessary.
Administration
- Assist in the recruitment and training of health staff, contract management, performance management and attend to disciplinary action of staff in consultation with the Programme Manager and in collaboration with the Human Resources Manager as required.
- Conduct skill gap analysis and train staff to increase their performance and ensure sustainability of programme output.
- Support the development of trainings in the two medical schools supported by Cordaid
- Supervise the day-to-day health staff to ensure smooth and effective operations and perform performance evaluation of staff reporting to this position.
- Ensure to attend and contribute in the different field location Cordaid Team Coordination Meetings, and any other meetings which are relevant to country activities or as assigned as directed by the Programme Manager.
- Work with support staff to ensure the coordination of programs expenditure is within budgeted target.
- Maintain open lines of communications with all field staff and address issues raised in the activity reports and minutes submitted from the field.
- Conduct himself/herself both professionally and personally in line with the Humanitarian Code of Conduct and in such a manner as to bring credit to Cordaid and not to jeopardize its humanitarian mission.
- Undertake Cordaid work in a manner that upholds the organisational integrity, dignity and value for beneficiaries.
- Ensure to act in accordance with security protocols and instructions. Ensure to actively participate as a focal point person and be a link between Juba and the field office.
- Actively promote the Cordaid Code of Conduct and medical ethics among partners and staff
- Attend to other duties and maintain the flexibility to take on added responsibility as and when needed and directed by the Programme Manager and Management.
Qualifications and skills
- Bachelor’s degree in Medicine, Nursing, or Public Health
- Post-graduate degree in Public Health or Nutrition will be an advantage
- Proven experience in managing health programmes in complex emergencies
- Minimum of 5 years of experience, of which 2 working years should be in a resource deprived environment.
- Proven experience in dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s.
- Should have the ability to work with a broad spectrum of people
