IDPS Junior Programme Officer

Civil Society Platform for Peacebuilding and Statebuilding (CSPPS)

(25-28 hrs)

Introduction

Since 2012, Cordaid functions as the Secretariat for the civil society engagement vis-à-vis the International Dialogue on Peacebuilding and Statebuilding (IDPS). This position supports the Secretariat Coordinator in coordinating the CSPPS Secretariat by focusing on the internal strengthening of the membership within the IDPS structure. This highly dynamic position involves tasks related to information analysis, production of reaction/documentation, organizing feedback and input summary, organizing consultation mechanisms, ensuring information/documentation circulates fast and effectively, providing translation services, organising workshops, preparing and participating in relevant meetings with donors, g7+, INCAF, etc. The position is based at Cordaid in The Hague and the incumbent reports directly to the CSPPS Secretariat Coordinator.

What you do

Tasks involved by this position relate to bringing support to all relevant and applicable Secretariat tasks in line with the CSPPS Secretariat ToR:

I.Support the functioning of the CSPPS Core Group and of the Executive Committee

  • Support optimizing linkages between CSPPS membership and Platform’s work processes.

  • Provide support to meetings of the CSPPS Core Group and Executive Committee (including plan EC elections, co-chair CSPPS Working Group meetings).

  • Develop briefing papers, event reports, concept notes, position papers, statements etc.

  • Maintain the smooth running of communication and information-sharing channels.

  • Conduct consultations among civil society stakeholders on key issues and challenges in peacebuilding and statebuilding prior to IDPS Working Group and Steering Group meetings.

  • Co-resourcing and co-organizing face-to-face meetings of civil society members.

  • On need basis, proposal writing, appraisal and budget development/appraisal, support to fundraising, budget management, donor relations, financial and narrative reporting and review membership and support requests.

  • Prepare meeting agendas in coordination with EC Chair, chair meeting, take minutes and provide live translation.

II.CSPPS Project implementation and monitoring

  • Prepare (and - if needed - revise) Calls for Proposals; ensure accompanying docs (funding guidelines, templates, etc.) are up-to-date and shared with members.

  • Collect project proposals (and Country Information Sheets); submit to the evaluation of EC members; create summary 2-pagers for final EC validation stage.

  • When validated by EC, prepare contracts/invoices in coordination with Cordaid Admin and Finance departments.

  • Collect and review narrative and financial reports (if needed, suggest amendments and/or request additional information); remind member CSOs implementing projects of reporting deadlines; regularly update projects implementation overview document (once a month) on the Drive, and in SharePoint.

  • In context of the Ready for Review project, lead and engage with targeted CTs (of countries going for review) and ensure coordination efforts at the local, regional and international levels to carry out consultation workshops

III.Facilitate civil society participation in IDPS events

  • Making all arrangements necessary for the effective participation of CSPPS representatives of civil society organizations in all facets of the IDPS and related peacebuilding policy discussions.

  • Support the coordination of CS input into thematic work undertaken in context of IDPS.

  • Provide support and where applicable lead all logistical requirements to deliver the above objectives

  • Contribute to CS input in discussions about future work, process, participation and governance of the IDPS

IV.Internal information generation and dissemination / outreach

  • Internal information management through weekly updates, communication updates on CSPPS projects.

  • Spread communication and dissemination efforts of CSPPS Secretariat and CSPPS membership within the realm of the IDPS constituency

  • Provide support to developing and maintaining up-to-date website and coherence in brand identity

  • Represent the Platform Secretariat (and when required, its constituencies) in IDPS and related events or meetings at the local, regional and international level.

V.Provide advocacy support to ND-principled commitments to SDGs both in fragile national contexts and at the global level

  • Encouragement of cross-government and – whole of society - awareness of New Deal-principled commitments to SDGs 16 and 17 in donor countries and fragile states.

  • Provide support to proposed Civil Society side meetings along ongoing main events

  • Offer communications and advocacy narrative support to CSPPS CT/FPs

Who you are

  • Essential to be fully bilingual in English and French

  • Excellent drafting, organizational and information management skills.

  • Strong ability to manage and respond to requests coming from a network composed of very different profiles and organisations.

  • Preferred experience in a peacebuilding focused CSO/NGO and familiarity with peace and conflict issues.

  • Ability and willingness to familiarize (if needed) with the many relevant policy references and the knowledge and evidence base that is or should be drawn upon in IDPS work.

  • Strong awareness of political, organisational and individual sensitivities and ability to handle and navigate these carefully and effectively within an international policy network.

  • Demonstrated experience in coordinating complex processes around events, policy, using networking skills.

  • High availability to ensure range of work involved by coordination, communication and support to policy analysis, and regular travel to g7+ and IDPS countries.

  • High adaptability to working with and from different time zones, especially before global events.

What we offer

Cordaid is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors, including a comprehensive insurance cover, social security and pension contribution, holiday allowance and 13th month. The salary range for this position is set in scale 9 with a gross monthly salary range between € 2.670 up to € 4.107 based on 36 hours per week.

We offer an employment contract for preferably 25-28 hours per week until 31 December 2020.
