Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments. Presently, Cordaid is expanding its program in different parts of the country. For that purpose additional technical capacity is required.Therefore, Cordaid would like to an Project Manager as detailed below;

The Project Manager reports to the Programme Manager – Resilience and Livelihoods.
Purpose of the position
The Project Manager is livestock focused and provides an overall leadership in the implementation of the project “***Strengthening the Resilience of Pastoral and Agro-Pastoral Communities in South-Sudan cross-border areas with Sudan, Ethiopia, Kenya and Uganda***”. The Project Manager is key person in management, coordination and contribute to harmonizing approaches within the state. She/he also strengthens privatized animal health service delivery and participates in pastoralist livelihoods-related forums at various levels to promote sound development practice and policy in pastoralist and agro-pastoralist development. His/her responsibilities will include but not limited to:
Responsibilities and accountability
A. Project Management
Provide programmatic and technical leadership and ensure effective implementation of the project, attaining the following results:
a. Result 1: Pastoral and agro-pastoral food security and nutrition and early warning information systems strengthened in South Sudan and its border areas to improve regional and national policy and response capacity.
b. Result 2: TAD prevention, detection and control measures in South Sudan border areas strengthened and harmonised.
c. Result 3: Diversification of agro-pastoral livelihoods enhanced and access to livestock markets improved.
d. Result 4: Natural Resource Management (NRM) practices in cross-border areas improved on a sustainable basis.
- Devise tools for planning and tracking of progress, with constant update.
- Assure effective planning, coordination and implementation of all project activities in collaboration with the State Government Ministries of food security, Livestock, and Agriculture and Forestry. Build and maintain strong links between the State and county government office responsible for Livestock Development, FAO and other project stakeholders to improve/harmonize animal health services.
- Develop technical guidelines and manuals on livestock related activities including livestock health service, pasture development, livelihood diversification, and animal husbandry.
- Provide technical leadership and provide support to project officers to design and establish Community Based Animal Health Services.
- Organise ToT for CAHWs and Agro Vets on Livestock Health Value Chain.
- Supervise the Training of CAHWs, County Livestock department officials on decentralized animal health services.
- Coordinate the Training of Agro Vets on Livestock Health value chain, business skills development and linkages to the CAHWs.
- Coordinate with the Programme Manager on working with donors, government at different level (National, State and County, local and international NGOs, UN organizations).
- Training, coaching and mentoring of project officers and community mobilizers in building their capacity to deliver quality project
- Participate actively in County Livestock TWG among Food Security & Livelihoods partners and play key role in addressing Livestock thematic issues.
- Establish and develop linkages between FAO, other INGOs and extension departments to share lessons learned/best practices with institutions in Kapoeta area.
- Assist the enhancements of State and County technical forums such as the Livestock Forum; Community Animal Health Workers forum at State or County Level.
- Initiate and coordinate in the on-going privatization of veterinary services through the Agra Vet support approach proposed under FAO guideline
- Regularly communicate with the team and engage team members in key decision making.
B.Monitoring, evaluation, accountability, and learning (MEAL)
- Lead and guide the team on developing proper monitoring system and tools based on project logframe, and ensure its implementation by project team and partner organisation.
- Ensure all mandatory project indicators are updated in monitoring tools.
- Ensure beneficiary accountability mechanism is functional for targeted communities
- Keep track on project progress and budget usage and generate solutions to challenges.
- Provide regular monitoring and technical support for implementing partners. Constantly identify areas for improvement and provide recommendations.
- Contribute to the strengthening and maintaining of appropriate project tracking and knowledge management systems for all activities.
- Submit to the Resilience Programme Manager weekly update and monthly reports
- Submit timely quarterly, annual and interim reports of the project
- Develop conceptual, strategic, operational quality designs to bring together and mainstream the lessons learned from the past. Promote cross learning for the resilience and food security with local authorities, I/NGOs and relevant stakeholders.
C.Operations Management for the Field Offices
- Overview of operations management of all Cordaid services in Kapoeta South and Kapoeta East.
- Ensure team meetings are periodically conducted in the field and priority issues shared with the Programme Manager. Be the bridge of two-way communication between Country Office and field team members.
- Manage staff reporting to this position to ensure effective delivery of work and manage the staff performance.
- Impact constant learning and capacity building of the staff in the field and ensure to build on staff skills and proficiency from the gap and needs identified
- Ensure program staff has regular reflection on progress toward goals, and get insights from the field on the effectiveness of the program’s approach
- Ensure all HR functions are performed according to agency policies and regulations (e.g. staff appraisal, leave management, payroll, etc).
- Ensure human resources contractual issues are as per the South Sudan Labour Act and the donor programme and budget requirements.
- Supervise the Field Finance Officer to ensure full compliance of agency policies and regulations. Ensure smooth accounting workflow in support to projects. Keep track of spending and provide monthly reconciliation. Ensure all financial supporting documents are in place for all transactions.
- Ensure logistics processes in the field are in full compliance to agency policies and regulations, including procurement, and other aspects of project administration. Ensure constant communication with the Logistics focal point in Juba for smooth logistics processes (procurement, transportation, fleet management, accommodation/rental) as per requirement.
- Act as Field Security Focal Point, and strictly follow agency security protocols
- Undertake Cordaid work in a manner that upholds the organisational value and integrity, and dignity and value for beneficiaries. Conduct himself/herself both professionally and personally in line with the Humanitarian Code of Conduct and related policies (e.g. Anti-Corruption Policy, Code of Conduct Against Sexual Abuse). Enforce the field team observe such policies, so as to ensure field actions will bring credit to Cordaid and not to jeopardize its missions.
- Performs other related tasks as required and as assigned by the Programme Manager.
D.Partnership, Representation and Coordination, Acquisition
- Coordinate the presence of Cordaid and contribute in national meetings, workshops, debates regarding natural resource development (with a focus on livestock as core livelihood strategy).
- Represent Cordaid (as delegated by CD/PM) to engage with institutions at the state level, including UN agencies, state and county government, I/NGO on sectors where Cordaid is supporting. Coordinate with sub-clusters and relevant platforms in promoting synergies and avoiding duplication.
- As required, prepare project documentations and other material to develop or promote coordination activities and synergy contribute in writing proposals for DRR and FS resource mobilization in the country.
Qualification and experience required
- Bachelor degree in an related discipline (Veterinary medicine, livestock husbandry, range management, animal nutrition, etc). Masters’ Degree in Agriculture Economics, Agribusiness, Environmental Studies preferred.
- Minimum 7 years of relevant experience of which 3 years in pastoral production system, preferably working with FAO with focus of resilience, livestock development, or livelihoods. Experience in Natural Resource Management and Disaster Risk Reduction Programmes with focus to Livestock Programming is a bonus.
- Direct working experience in fragile and post conflict environments, preferably experience in South Sudan
- Experience in Agropastoral Field School program and facilitating trainings
- Excellent training skills - developing and leading trainings and workshops.
- Experience in the development and implementation of training modules, procedures and establishing monitoring and evaluation systems, and leading teams.
- Thorough knowledge of FAO requirements, policies and procedures, especially as they relate to pastoral and agro-pastoral programming
- Proficiency in team work in multi-disciplinary and culturally diverse teams.
- Skills and experience in seasonal assessments, market assessment and Integrated Food Security Phased Classification.
- Good writing skills with proven track record for leading the development of high documents for internal and external communications’ including donor reports.
- Proven track record of donor contract management and good awareness of EU donor contract requirements.
- Excellent analytical and organisational skills – innovative thinker.
- Ability to cope in a challenging environment, or to deal with challenging situations
- Ability to manage time, prioritize tasks, respond quickly to requests.
- Excellent communications, inter-personal and problem-solving skills.
- Good computer skills.
