For the Cordaid Country office in Kabul, Afghanistan, Cordaid is looking for a JuniorProject Officer Humanitarian Aid

Introduction

Cordaid is working in and on fragility, and has been active in Afghanistan since 2001, aiming at a stable and peaceful country. We work in 6 thematic areas, supported by lobby and advocacy activities: health care, extractives, security and justice, humanitarian aid, resilience and private sector development. We provide programmatic leadership and require that our operations and those of our local partners are implemented to the highest standards complemented with knowledge generation that incorporates best practices and lessons learned.

Position and responsibility

The Junior Project Officer (JPO) Humanitarian Aid (HA) is responsible for assisting the Programme Manager Humanitarian Aid (HA) in developing, expanding, coordinating, managing and monitoring Cordaid’s HA programmes in Afghanistan. He/ she will focus developing Cordaid Afghanistan’s cash assistance and will work closely together and coordinate with the HA team, Resilience team, PMEAL team, and national and international partners, and will support the capacity building of local partner organizations.

The JPO HA will report to the PM HA and liaises closely with the Cordaid HA team in Afghanistan and the Cordaid Global Office (GO) in The Hague.

General objective of the posting

Under the overall direction of the Programme Manager (PM) HA, and in accordance with Cordaid policies, procedures and practices, the JPO HA supports the PM HA in the overall supervision over the relief portfolio in Afghanistan.

· Contribute to quality implementation and develop and establish strong oversight in every project including specific quality indicators;

· Support the PM in the develop and establish new programmes and support programme development and strategic position of Cordaid on Shelter, WASH, FSL and cash;

· Develop partner mapping to identify new partners;

· Ensure partner scans are conducted on a regular basis and support capacity development of selected local partner organizations;

· Link where possible with other (future) Cordaid programmes in Afghanistan, develop new initiatives jointly and or using their structure, network, expertise etc;

· Assist in the development of consortia and identify, develop and support new projects;

· Conduct a thorough donor mapping based upon Cordaid HA sectoral interests (ECHO, EC, Netherlands Embassy & Foreign Affairs, UN agencies and Private funds, amongst others)

· Ensure project administration and documents are in place on sharepoint;

· In coordination with PMEAL department, ensure PDMs are conducted and proper PDM reports are written;

· Any other responsibilities that can reasonably be asked from the position.

Specific objectives

Programme development:

· Explore opportunities and threats for the Cordaid’s programme in Afghanistan as well as the strengths and weaknesses of Cordaid herein;

· Explore potential local and international partner organization to cooperate with.

Support the Develop of Proposals and Projects:

· Support the preparations and actual assessments prepare quality assessment reports;

· Identify local implementing partners;

· Support the development project proposals (narrative, logframe, budget, workplan) for ECHO, EC, DFID, and OCHA and/or other donors on HA priority sectors in line with Country Strategic Plans;

· Coordinate with PMEAL team in the development of quality tools;

· Support and cooperate with local partners in developing their proposals (narrative, work plan, budget, logframe) and implementation of Cordaid funded projects;

· Assist the PM in reporting on programmes based on partner reports and visits;

· Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid and partners’ programmes and projects.

Networking and Representation:

· Establish excellent working relations with Caritas organisations;

· Identify and establish contacts with relevant organizations and stakeholders as strategic to Cordaid’s HA interventions in Afghanistan;

· Explore added value of Cordaid and promote Cordaid’s interests within relevant clusters;

· Explore potential areas for collaboration and mobilize opportunities and resources;

· Represent Cordaid in relevant UN and other humanitarian coordination / thematic cluster meetings.

Qualifications

· Relevant education in Development and or Humanitarian Aid;

· At least 1 year proven experience with analysing, developing, managing and monitoring programmes and participatory needs assessments;

· Proven experience with humanitarian assistance in the field;

· Strong (proposal) writing skills (preferably ECHO, EC, UN, etc.);

· Experience in assessing capacity of partners and or delivering training in the field of cash;

· Experience in building capacity and backstopping local partners in conflict-affected states, preferably in Afghanistan;

· Strong (financial) project management, analytical and problem-solving skills;

· Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates (e.g. ECHO, EC, DFID, OCHA);

· Be diplomatic, culturally sensitive and result-oriented;

· Excellent English language writing and communication skills;

· Able to work under high pressure, with tight deadlines, in an insecure environment;

· Previous experience in similar cultural context like Afghanistan desired.

Specifics of station

This is a JUNIOR non-accompanied posting.

Contract information

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a competitive, fair and comprehensive salary and benefits package that is justifiable to our donors. A Cordaid contract which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month and hardship allowance.
