For the Country Office in Democratic Republic Congo**,** Cordaid is looking for a Quality Manager Supply Chain and GAS
Introduction
The Cordaid program in DRC has started in 2000. DRC has been affected by war and conflicts for decades.
Cordaid is currently working in the following areas of expertise: Health, Education, Security and Justice, Economic Resilience and Humanitarian Aid. We have one main office in Kinshasa, and 5 other regional offices in Goma, Bukavu, Bunia, Gemena and Kananga. We are working in 24 out of the 26 provinces. For our offices in Kinshasa we’re looking for an experienced Quality Manager for Supply Chain and GAS (Gestion Approvisionnement et Stockage) with a strong management and leadership capacity as well as a profound knowledge of the supply chain especially for the Global Fund project.
Position and responsibility
The Quality Manager is responsible for the quality of the overall supply chain of the Global Fund project (but will be involved in the global supply chain of the country as needed) from purchase to delivery to distribution site. As responsible of the quality of the supply chain, he will be directly line managed by GF HIV-TB Coordinator. And will work closely with all supply chain staff to ensure the quality at all steps of the supply chain.
General objective of the posting
Plan, manage, and provide technical and operational oversight of all supply chain activities – including procurement, logistics, transportation, and warehousing - to ensure effective and efficient delivery of goods. Be able to anticipate and manage supply chain needs and challenges, and introduce improvement solutions, while applying the principles of stewardship, integrity, transparency, and accountability.
Specific objectives
• Collaborate with direct reports and programming leads to strengthen the pipeline and supply chain management plan; manage the determination of procurement and logistics service requirements, desired specifications and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication;
• Ensure accountability and transparency of all supply chain operations in compliance with Cordaid, government, and donor regulations, and international and local standards and requirements;
• Effectively manage talent and supervise; manage team dynamics and staff well-being; provide coaching, strategically tailor individual development plans, and complete performance management for direct reports; monitor and assess performance to ensure adequate capacity for successful support of high-quality programming;
• Lead design and implementation of a strategic sourcing and procurement process to identify, assess, select and contract suppliers that will deliver the maximum value for money to the organization; in close coordination with the procurement team oversee relationships with key suppliers and assess supplier performance;
· Manage logistical infrastructure, storage facilities and transportation resources; oversee application of systems and procedures for inventory and commodity transportation, warehousing, and distribution, as well as for vehicle management to ensure proper handling and safeguarding of assets;
· Ensure related safety and security protocols are implemented;
• Oversee inventory control and the management of comprehensive goods tracking and record keeping systems throughout the whole supply chain cycle, from time of request until time of delivery;
• Identify and address existing operational and managerial gaps in the areas of, warehouse, logistics (including vehicles);
• Review existing operational systems and improve the overall speed and efficiency of the warehousing, logistics functions;
• Ensure timely preparation and submission of various reports;
• Create and maintain the proper conditions for learning; establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies; provide capacity strengthening guidance, which includes cross-departmental learning;
• Organize and ensure a regular reporting tailored to different recipients on the status of stocks at all levels (pipelines, primary depots, CDRs, Health Zones and service delivery points);
• Lead effective and productive communication with the supply chain departments of the programs of the Ministry of Health and other partners including donors.
Qualifications
• Master’s Degree in Supply Chain or other relevant degree required; equivalent experience strongly preferred; professional certification(s) in supply chain a plus;
• Minimum of 5 years work experience in supply chain/logistics/procurement management with progressive responsibilities, preferably with Global Fund;
• Experiences in the purchase and distribution of health products; knowledge of national and international import/export legislation and common customs regulations;
• Staff management experience and abilities that are conducive to a learning environment;
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems; experience with ERP systems is a plus;
• Minimum three years developing country work experience;
• Proficiency in English and French is required;
• Experience with operational and financial management of large donor funded programs;
• Excellent diplomatic, presentation, interpersonal and oral/written communication skills.
Specifics of station
The Quality Manager will be based in Kinshasa but will spend some of her/his working time on the ground. The safety and security situation in DRC remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place.
Contract information
The contract period is for one year starting as soon as possible, with the intention to extend for a longer period.
