For the Cordaid Country office in Bangui, Central African Republic, Cordaid is looking for an Operations Director

Introduction

In the Central African Republic, Cordaid is currently running programs in Bangui (the headoffice) and in Damara, Bouar, Bozoum, Bocaranga, Bangassou, Bossangoa, Alindao, Berberati and Mobaye where Cordaid has sub-offices. Cordaid CAR has about 150 employees in the country.

Position and responsibility

The Director of Operations is a member of the country's senior management team (SMT) with supervisory and managerial responsibility. Reporting to the Country Director and working in close collaboration with the Programs Director, the Director of Operations will be primarily responsible for enabling excellence in all operations functions of all offices in the Central African Republic including procurement, logistics, assets, fleet, warehousing, finance, administration, human resources and safety & security. She/he ensures effective systems that support strategy for healthy, robust and integrated functions of the country office team members.

S/he will be required to strengthen the operational performance and efficiency of Cordaid in Central African Republic. S/he will also ensure that managerial processes, resources and the necessary infrastructure are all in place. This position requires frequent traveling to all 9 field offices.

General objective of the posting

Under the direct supervision of the Cordaid CAR Country Director, the Operations director will assure quality deliverance of all operations functions in the Country Office, with specific attention being paid to procurement, logistics, assets, fleet, warehousing, finance and administration.

Specific objectives

Operational
Lead the establishment and growth of competent, effective and efficient Finance, Human Resources, Procurement & Supply Chain and Administration/Logistics/ICT teams including the development, roll-out, update and enforcement of policies, procedures and systems.
Team Management Lead and develop program support teams in the main office and field offices.
Mentor, assist and oversee operations staff in the management of their Personnel and Teams in the Country Office and in Field Offices.
Finance & Compliance Management Ensure compliance with donor and Cordaid regulations.
Draft and review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
Procurement and Supply Chain management Oversee and supervise the Country Office procurement processes, including tendering processes and evaluation and supplier selection, to ensure viable procurement solutions that meet operational needs and compliance with Cordaid procurement procedures, regulations and standard of accountability, ethics, integrity and performance.
Administration, Logistics and Information Technology Management Manage the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities/assets, including IT infrastructure, equipment and servers.
Contribute to Knowledge Management and Innovation Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations.

Qualifications

  • Masters degree in a relevant field;
  • A minimum of 10 years' experience setting up and managing administration, procurement, logistics, and human resource systems with NGOs or a business with supervisory responsibilities;
  • Demonstrated understanding of supporting complex operations in challenging environments; attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively;
  • Knowledge of Cordaid systems and procedures (esp. procurement systems) is desirable; knowledge of Global Fund, World Bank, ECHO, CHF, EU and other donor regulations;
  • Excellent negotiation and representation skills;
  • Effective verbal and written communication, organizational, prioritization and Microsoft Office applications;
  • Experience in managing finance, human resources and procurement in NGOs or other international humanitarian, development and/or peacebuilding organization in insecure areas;
  • Excellent communications and intercultural cooperation skills;
  • A networker, diplomatic and results oriented, with the ability to work under stressful and time bound project conditions;
  • Experience in Central African Republic and the region is an asset;
  • Good oral and written communication skills in French and English.

This is a non-accompanied posting.

Contract information

The contract period is for one year starting as soon as possible, with the intention to extend for a longer period. A Cordaid contract which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
