Background

Cordaid implements Security & Justice (S&J) programming in several countries, including Afghanistan, Burundi, Central African Republic, Democratic Republic of Congo (DRC), and South Sudan. Our work in those countries focuses on innovative community-based security solutions, access to justice for vulnerable populations (especially women and youth), and strengthening state-citizen relations through results-based financing (RBF) of security and justice provision. With these interventions, we contribute to (re)building the social contract in fragile and conflict-affected contexts.

Currently, Cordaid’s programming in Sierra Leone focuses on health systems strengthening, private sector development, and disaster risk reduction. We expect to initiate S&J programming in Sierra Leone in late 2018, beginning with the implementation of a pilot project on RBF for security and justice provision. In order to support that pilot project, Cordaid Sierra Leone is seeking candidates for the position of Technical Advisor – RBF for S&J.

Description of the pilot project

The pilot project in Sierra Leone will be one element of a broader, multi-country initiative, Context Matters: Innovating RBF for Security and Justice in DRC, Iraq and Sierra Leone. The purpose of this project is to test the applicability and scalability of RBF for S&J programming pioneered in DRC by adapting it to the specific contexts of Iraq and Sierra Leone. This will expand the evidence base for effectiveness of the RBF approach, and serve as a starting point for further innovation and roll-out, including in Sierra Leone.

RBF is a systems strengthening approach that introduces positive incentives to the public service-delivery chain. It stimulates the improved performance, responsiveness and accountability of service providers. It does this by linking financial subsidies directly to results: contrary to traditional input funding, service providers such as police or courts receive payment on the basis of progress against targets co-determined with citizens. A monitoring and verification system tracks and rewards performance and community satisfaction. RBF helps to (re)build the social contract between citizens and the state by aligning the performance of security and justice providers with public expectations.

In Sierra Leone, RBF for S&J will be piloted at a test site in Freetown during a period of 18 months (6 months’ inception, 9 months’ implementation, 3 months’ evaluation and closure of project). Cordaid will facilitate South-South and fragile-fragile peer exchange, technical assistance and learning activities involving Cordaid staff and partners, ensuring that the experience of practitioners from DRC, Iraq and Sierra Leone is shared. The project team will document insights and lessons learned from the pilots, contributing to a stronger and broader evidence base for the approach, and produce recommendations for future adaptation and innovation, both in Sierra Leone and across Cordaid’s global portfolio.

Objective of the position

The general objective of the position will be:

§ Facilitate the set-up of the RBF for S&J pilot project in Freetown and coordinate its implementation

Key tasks

§ Facilitate and co-conduct a mapping and analysis of the pilot site and prospects for application of the RBF for S&J approach, including opportunities and threats

§ Secure approval from senior officials in the relevant security and justice institutions

§ Secure ownership and engagement with security and justice providers at local level and other key stakeholder including community organizations (esp. women’s groups and youth associations), informal leaders, local government officials,

§ Assume responsibility for management of the pilot project in line with performance

§ Develop a pilot project planning framework, including intended outputs, timeframe, and expenditure plan in accordance with the budget envelope

§ Identify local implementing partners for (a) contracting and purchasing and (b) technical verification and community verification

§ Assess identified local stakeholders’ capacity to contribute to implementation of the pilot, and formulate capacity development strategies and plans as necessary

§ Initiate and facilitate the participatory indicator development and validation at the pilot site

§ standards and utilizing the appropriate Cordaid Sierra Leone systems, including management of the budget

§ Participate in project-related peer exchange, technical assistance and learning activities, including possible travel to DRC and Uganda

§ Support Cordaid Sierra Leone to identify opportunities for development of new S&J programming, in collaboration with Cordaid’s global S&J Unit, and including identification of possible external donor support for S&J projects

The Technical Advisor will be based in the Cordaid Sierra Leone Freetown office, responsible for and reporting to the Cordaid Sierra Leone Country Director and collaborating actively with the experts of the S&J Unit at Cordaid’s Global Office in The Netherlands.

Candidate profile

Experience

§ Proven management experience and expertise in the design and implementation of monitoring, evaluation, and learning processes

§ Demonstrated ability to work with civil society partners as well as forge effective multi-stakeholder partnerships involving communities, state duty-bearers, and other actors

§ Proven professional expertise in the areas of security and / or justice policy, governance in Sierra Leone is essential; experience developing security and justice indicators is a significant asset

Knowledge:

§ Knowledge of and familiarity with project cycle management and capacity development is essential; experience with research methodology and design, and / or advocacy and communications, are distinct advantages

§ Competence with Microsoft Word, Powerpoint, and Excel software

§ Outstanding communication skills in English (verbal and written)

Qualification:

· Relevant academic degree, preferably in Law, Administration, Political Science or similar
