Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently, it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments.

Presently, Cordaid is expanding its program in different parts of the country. For that purpose, additional technical capacity is required. Therefore, Cordaid would like to a Program Manager – Health Care as detailed below,

Based in Torit

Report to Lines

The Program Manager – Health Care reports to Program Manager – Health based in Juba.

Position and Responsibility

The Program Manager will be responsible for overall delivery of this project; this includes the management of the consortium and the direct management of all the staff working in the lot. She / he will be responsible for managing HPF activities, planning, implementation, monitoring, manage all security, logistics and procurement issues, set up hospital governance boards, reporting and coordinating with Ministry of Health and other Authorities, UN agencies, International and National NGOs and partners.

The Program Manager will be based in Torit with travel across Magwi and Torit counties.

General Objectives for the position

  1. Administratively manage the HPF activities for Torit County, Magwi County plus the two hospitals in consortium with other project partners in the area, which will be implemented in a consortium.
  2. Direct management responsibility for day to day operations of the Torit office.

Responsibilities and Accountability

  1. Ensure donor compliance at every stage in the implementation of this project. This includes compliance in the areas of financial expenditures, procurements, use of equipment, co-location for the project implementers wherever possible.
  2. Work with the consortium members to prepare and submit quarterly reports to the Health Program Management / Health Manager in Juba for the project
  3. Manage all security, logistics and procurement issues of the project in liaison with the Juba office
  4. Organize a baseline study at the start of the project and monitor the progress of the project based on agreed activity lines.
  5. Plan and conduct quarterly review meetings for the project with participation of the consortium members and track the progress of the members at the field level.
  6. Direct management responsibility for staff at the Torit based staff and Nimule hospital.
  7. Work with key staffs at the hospital and the counties in the day to day planning and management of health activities in the counties and at the hospital level in liaison with the County Health Departments and the state ministry of health.
  8. Track, approve and review field purchase requests and ensure monthly financial reporting undertaken for the project
  9. Maintain high, cordial and professional working relationship with fellow hospital staff, state ministry of health and other actors in the state and consortium
  10. Participate in the health cluster meeting for the state in conjunction with the other health partners in the area including WHO, State Ministry of Health and other actors in the area
  11. Attend relevant coordination meetings at the state and feedback to Cordaid Juba Office and HPF as may be necessary
  12. Promote project visibility this will include MoH, Health Pooled Fund and Cordaid visibility in project-based events.
  13. Attend to other duties as directed and instructed by the Program Manager in Juba.

Qualifications and Skills

  1. Bachelor’s degree in Medicine/Nursing with training and experience in project management with postgraduate training in Public Health, Health Management or Epidemiology or any Medical specialization
  2. At least 5-year experience in project management and grant management at senior level with budget management responsibilities
  3. Ability to develop implementation plans for the project activities
  4. A good understanding and experience of working with County Health Officials, State Ministry Officials. Donors, UN agencies and the health system in South Sudan.
  5. Previous experience of working in South Sudan and Ability to work in areas of limited resources
  6. Excellent report writing and reporting skills
  7. Ability to live and work in a remote setting with minimum infrastructure.
